Case #5: Zoning Bulletin <br />The Zoning Bulleting was noted. <br />OTHER COMMISSION BUSINESS <br />1) Concept Plan for Terrace Hills Apartments <br />Assistant Community Development Director Frolik stated Roger Fink of Trident Development, <br />LLC is planning to submit a formal site plan application for an apartment building on the lot <br />within the Ponds - subdivision, directly west of the Ramsey water tower located on Nowthen <br />Boulevard and Dysprosium Street. The property is currently zoned R -3 high density housing, and <br />was rezoned as part of the Ponds rezoning request in February of 2002. The original intent of the <br />property was to be developed with approximately 60 -70 units of senior. housing. Trident <br />Development is proposing a 63 unit, general occupancy, 3 -story building on the Ponds property, <br />which is approximately 4 acres —The resulting density is 14.89 units per acre, which conforms to <br />the maximum R -3 density permitted. The project proposes 63 covered parking stalls and 101 <br />surface parking stalls, which equates to 2.6 spaces per unit. Of the 63 covered stalls, 27 are <br />proposed to be attached to the building and 36 are proposed to be located in detached garages. <br />Assistant Community Development Director Frolik indicated staff has been working closely with <br />the applicant to work through issues on the site, most notably a possible realignment of Highway <br />47 that would impact Dysprosium Street, and most significantly this site. The original concept <br />plan had the building- closer to Dysprosium Street; it has been pushed back with the garage units <br />put out in front of the building. Ms. Frolik stated other concerns the Council had when the <br />concept plan was presented at a work session were the architectural design of the building, <br />ensuring that it would, be sprinkled, and a drive aisle around the .building. The drive aisle is <br />shown on the revised concept,plan. Density transitioning on the south property line is proposed <br />to consist of a landscape buffer. Ms. Frolik indicated Mr. Fink is present to receive comments <br />from the Commission regarding the proposed concept plan. A formal site plan application will <br />be required, but has not been submitted at this time. A detailed staff review will be conducted at <br />that time. <br />Mr. Roger Fink, Trident Development, stated this is a concept plan. at this stage. It has <br />undergone a number of revisions and evolutions in reaction to information that has been gathered <br />from staff input, as well as from the TH 47 realignment data. Trident Development met earlier <br />this week with the Anoka County Highway Department, WSB, and members'of staff to work <br />through some plans that offer the site numerous flexibility components in the event that the right- <br />of-way for Dysprosium Street should change. Those details are not completely ironed out at this <br />time. Mr. Fink presented the proposed concept plan for Terrace Hill Apartments.
