Mr. Bray stated the
project is still owned by Ramsey Town Center, LLC (RTC, LLC). MinnWest Bank Central is
the current holder of the first mortgage on the property; the original mortgage on the property,
which was held by Community Bank, has transferred to MinnWest Bank. MinnWest Bank has
commenced proceeding to foreclosure on the mortgage. They are proceeding under voluntary
• foreclosure between RTC, LLC and MinnWest Bank, which modifies the typical statute
foreclosure process by narrowing the timeframes involved.
