Mayor Gamec pointed out that the property owner is coming forward, and a lot of this property is
open space. Some of the homes in this area are happy with the rural feel of this. The future use
will likely be more of a hobby farm type use.

Councilmember Look stated this is a beautiful property with a lot of buffering and trees, and he
would assume that the owner would continue that same theme with the property.

Councilmember Elvig stated in response to Councilmember Dehen's concerns, if he was on 2 ~
acres next to a property like this he would be delighted to see a farm going in like this, as
opposed to a residence or many residences. The applicant may need to satisfy the concerns
regarding the business and be up on all the city paperwork. He encourages business ownership,
and that may be something the applicant needs to do first to satisfy those concerns. He stated he
is not opposed to the addition. It is a large addition, which makes him pause, but he agrees with
Councilmember Look that this is a nice property and he imagines it will be tasteful in the future.
This is not a large structure for this type of property with the riding stable. He would rather see
things stored indoors.

Motion by Councilmember Look, seconded by Mayor Gamec, to adopt Resolution #07-06-153 to
adopt Findings of Fact #0797 relating to Jeffrey Sigler's request for a conditional use permit.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Look, Elvig, Jeffrey, Olson, and
Strommen. Voting No: Councilmember Dehen.

Motion by Mayor Gamec, seconded by Councilmember Strommen, to adopt Resolution #07-06-
154 to approve Jeffrey Sigler's request for a conditional use permit for an 11,980 square foot
overage, and atop a resolution declaring terms of the same.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Jeffrey, Look,
and Olson. Voting No: Councilmember Dehen.

Further discussion: Councilmember Elvig requested staff and the applicant to finalize the
conditions of the appropriate business paperwork. Mayor Gamec requested Mr. Sigler to check
with staff in regards to whether the business operating on the property is appropriate. Mr. Jeffrey
Sigler, applicant, stated he has an agreement with his friend that if he ever has an issue with the
City he would move his business elsewhere. He has a secondary place in Princeton that he could
relocate to. Associate Planner Daines informed Mr. Sigler that staff can review the terms of the
home occupation permit with him.

Case #9:

Request for Final Plat and Final Site Plan Approval of GAD's Prairie; Case
of Tri-Cor Development

Associate Planner Daines reviewed. that in May of 2006, the City received an application from
Gary and Aaron Strite sky to develop seven detached townhomes on the property generally
located south of 146th Avenue on County Road #5. In conjunction with this plat, a request for a
rezoning to Planned Unit Deyelopment (PUD) was also submitted to allow for a unique housing

City Council / June 26, 2007
