' <br /> <br />Councilmember Dehen asked who pays for the cost to meet the whistle free standards. <br /> <br />Public Works Director Olson replied the City pays these costs. With the case of North fork there <br />has been discussion about quiet zone standards. Staff intends to bring that forward to the CIP <br />discussion sometime in the 2010 to 20 l2 timeframe. <br /> <br />Mayor Pro Tem Elvig noted the staff report says there will be a shared cost with a 90% split with <br />MnDOT and 10% by the local agency. He asked if this 10% is split with 5% by the County and <br />5% by the City, and whether there is federal funding involved. <br /> <br />Public Works Director Olson explained the federal funding is for the signals on the railroad <br />crossing. The 90% and 10% goes to the signal at Sunfish Lake Boulevard and Highway 10. The <br />10% is the City's obligation and the County pays their portion of the annual allotment they have <br />contributed to the cost of the regional roadway improvements for Town Center. <br /> <br />Mayor Pro Tem Elvig requested clarification regarding the City's costs. <br /> <br />Civil Engineer II Linton explained the signal work is not included in the costs outlined in the <br />staff report; that will be the 90/10 split. The City would be responsible for $221,098 cost for the <br />track improvements. <br /> <br />Public Works Director Olson explained there are three different costs associated with this: 1) the <br />surfacing of the railroad cost is estimated at $221,000; 2) the signal cost for the railroad is a <br />federal cost that the City will not be part of; 3) the signals for Highway 10 is the 90/10 split and <br />the City would pay the 10%. <br /> <br />Mayor Pro Tem Elvig inquired about the funding source for the $22l,000. <br /> <br />Public Works Director Olson indicated this is budgeted in the Ramsey Town Center Regional <br />Roadway Improvements and the assessments that are tied to that. <br /> <br />Motion by Mayor Pro Tem Elvig, seconded by Councilmember Strommen, to authorize signing <br />the At Grade Crossing Agreement (Without Warning Signals) with BNSF for Sunfish Lake <br />Boulevard signal work subject to making.the suggested revisions. <br /> <br />Further discussion: Councilmember Jeffrey requested clarification that there will be the <br />appropriate changes made to the signature page of the contract. Civil Engineer II Linton <br />responded in the affirmative. He indicated this agreement still needs to go through the railroad <br />law department and they will verify everything. Mayor Pro Tem Elvig clarified that this <br />agreement is for the at grade improvements of the railroad, it does not relate to the Sunfish Lake <br />Boulevard construction. <br /> <br />City Council / June 26, 2007 <br />Page 33 of 38 <br />
