Presentation Finance Officer Lund reviewed that the proposed ordinance was introduced at the last Council meeting and has been discussed at several work sessions. The ordinance includes the following three changes that were recommended at work sessions: · Contribution of 5% to the City's Charitable Gambling Fund · Business or operation needs to be located in the City of Ramsey for at least two years. A grandfather clause was included for two current premise permit holders who are not located within the City. · Detailed quarterly reports reflecting how each organization spent their required 75% "Lawful Purpose Expenditures" within the City's trade area. Failure to report will be brought back to City Council for discussion on whether or not to revoke the premise permit. Finance Officer Lund explained the City's trade area includes any city that touches Ramsey's border. She advised Council is requested to adopt the ordinance, which would go into effect for those organizations currently holding premise permits on August 1, 2007. Citizen Input There was none. Motion by Councilmember Strommen, seconded by Councilmember Look, to close the public hearing. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Look, Dehen, Elvig, Jeffrey, and Olson. Voting No: None. The public hearing was closed at 7:25 p.m. Council Business Mayor Gamec called the regular City Council meeting back to order at 7:25 p.m. Councilmember Jeffrey stated he will be abstaining from this vote due to his membership with the Ramsey Lions. Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Ordinance #07- 09 Amending Section 7.61 of the City Code entitled "Lawful Gambling".
