<br />by the sheriff and the police officers at the last Anoka County Elected Officials meeting which <br />showed that crime is spread throughout a community, and not necessarily in one location. <br /> <br />Mr. Johnson stated as a local nonprofit organization, ACCAP is very open to third party <br />feedback. If there are issues on site, they cannot see or know everything that goes on even <br />though they have a resident manager. <br /> <br />Councilmember Strommen inquired about the time line that is expected to hear about the grant, <br />and if the grant is a requirement to move forward with the project. <br /> <br />Mr. Johnson replied the grant is necessary for the success of the Froject. MHF A has a once per <br />year application and RFP. This year's application is due June 19t . MHF A saw the possibility of <br />plans and the situation with parking changing down th e road as a fatal problem with this <br />proposal. They can apply for the funding once per year; it is an agonizing slow process to get <br />affordable housing developed. <br /> <br />Mayor Gamec asked ifthe retail in the lower area will be contracted out to a separate entity. <br /> <br />Mr. Johnson replied in the prior plans the RTC group wanted to do the retail and made that clear <br />in the purchase agreement. At this time ACCAP is interested in doing the retail space and is <br />looking at things such as a daycare or childcare facility, and a restaurant or coffee shop. <br /> <br />Councilmember Elvig questioned if there are currently 40 parking spaces allocated to this <br />project. <br /> <br />Assistant Community Development Frolik replied the parking agreement allocates 80 parking <br />spaces. The request at this time is to dedicate at least 40 spaces. Whether that stays at 40 or <br />goes to 50 to 60 will be negotiated when this goes to final plans. <br /> <br />Mr. Johnson stated ACCAP understands they are paying for the maintenance of 80 spots. <br />MHF A has made it clear they need at least one spot per unit specifically identified in that ramp, <br />so that person when they come home at night has a parking spot. <br /> <br />Councilmember Elvig commented he thinks this is workable, but there is a lot more work to be <br />done in this area. He questioned how the parking will be monitored by the City. <br /> <br />Mr. Johnson suggested one possibility would be to use identification stickers on the cars of all of <br />the residents of the apartment so the City could identify their vehicles if they go through the <br />ramp. <br /> <br />Councilmember Elvig suggested the topic of how this will be monitored should be discussed <br />further when this is addressed again. <br /> <br />Assistant Community Development Director Frolik indicated these things will need to be worked <br />out with the final plans.
