<br />Ms. DaInes indicated most cities still have content-based ordinances, so this is not something <br />Ramsey is really behind on. The Planning Commission has said they would like to be proactive <br />with the sign ordinance. The City Attorney has expressed his discontent with the content based <br />nature of the current ordinance. Ms. Daines requested direction on whether to bring forward a <br />revised sign ordinance for review. <br /> <br />Consensus of the Council was to direct staff to proceed with revisions to the sign ordinance for <br />Council review. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Mayor Gamec announced the following scheduled events: <br />· League of Minnesota Cities Conference at the Duluth Entertainment Convention Center: <br />June 27th - June 29th <br />· Ramsey3 Open Space Technology Forum at the Ramsey Municipal Center: May 4th and <br />5th <br /> <br />Councilmember Dehen stated at a Council meeting a couple of weeks ago he stated he would <br />assist in addressing the Connexus utility billing error. It was his understanding that Mayor <br />Gamec, Councilmembers Strommen and Elvig, and City Administrator Norman had all <br />approached Connexus and that the situation could not be resolved. He had volunteered to try to <br />help that process through. His intention was to find a lawyer to talk to staff to determine if the <br />lawyer would have interest in pursuing the matter against Connexus. He and Interim City <br />Administrator Nelson have decided there should be more clarity and direction from Council as to <br />whether to proceed with that process. If there is Council interest in this the lawyer could give a <br />proposal to the City as to what type of fee structure would be involved. He has contacted a <br />lawyer that he went to law school with and told him briefly about the situation. The lawyer said <br />he would meet with staff at no charge to determine if he is interested in pursuing this. If he has <br />an interest it could be presented to Council to approve or not approve. <br /> <br />Interim City Administrator Nelson indicated she has had several conversations with Larry <br />Peterson of Connexus in the last couple of weeks. Mr. Peterson has said the previous offer of <br />utility billing service for three quarters, which is equal to approximately $45,000, is the offer that <br />is still available to the City. She spoke with Mr. Peterson briefly about the contract based on <br />Council's discussion about putting revisions into the contract. The contract Ramsey has with <br />Connexus is the contract they have with other communities, and Connexus is not interested in <br />revising the contract. <br /> <br />Council discussed whether to proceed with attorney discussions regarding the Connexus utility <br />billing error. <br /> <br />Consensus of the Council was to direct staff to proceed by meeting with the attorney as <br />suggested by Councilmember Dehen to discuss the utility billing with the City Attorney present. <br /> <br />City Council Work Session / May 1,2007 <br />Page 15 of 16 <br />
