<br />used to recoup staff time involved with the tracking associated with this, with the possibility of <br />assessments to the benefiting properties. <br /> <br />Councilmember Strommen arrived at 5:52 p.m. <br /> <br />Public Works Director Olson indicated there would be problems with the concept of assessing <br />benefiting properties when the signs benefit places like roofing companies and pizza restaurants <br />that are not located in the City. <br /> <br />Councilmember Dehen suggested the possibility of not allowing permits to be pulled in the City <br />until the fine is paid. <br /> <br />Councilmember Olson commented they will all be in the position to sell a house, have a garage <br />sale, hold a graduation party, etc. It is tough to have an open house if you cannot put signs out. <br />The problem seems to be more with the duration that the signs are up. She would not be in favor <br />of a fine if the signs are just up for a few hours during the event. <br /> <br />City Attorney Goodrich indicated there has been discussion that only signs affecting public <br />safety, such as in the right-of-way, need to be addressed. He advised the size of the sign can be <br />regulated, but not the content. <br /> <br />Mayor Gamec suggested the possibility of allowing temporary signage that could only be posted <br />for three days for things like open houses, graduation parties and garage sales. He suggested a <br />separate ordinance to address political signs. <br /> <br />Councilmember Look pointed out that State law speaks clearly to political signs. <br /> <br />Public Works Director Olson indicated the enforcement of political signs needs to be the same as <br />the enforcement of other signs in the City. <br /> <br />City Attorney Goodrich advised the discussion tonight is whether Council is willing to permit <br />any signs in the right-of-way. He asked ifthere is a general consensus to allowing some signage <br />in the right-of-way. <br /> <br />Mayor Gamec and Councilmember Olson responded in the affirmative. Councilmember Jeffrey <br />responded in the negative and pointed out that signs in the right-of-way can be dangerous. <br /> <br />City Attorney Goodrich advised the size of the sign could be regulated so it is not likely to be a <br />danger. <br /> <br />Councilmember Dehen stated it is not the job of the City to do the advertising for specific <br />businesses. Allowing the land to be used for that advertisement would be a slippery slope. <br />Secondly, the signage posted along Highway 10 involves people stopping along the highway to <br />post the signs and causes people to slow down to read the signs. <br /> <br />. <br />City Council Work Session / May 1, 2007 <br />Page 3 of 16 <br />
