Councilmember Haas Steffen: We have a pretty good blend of residents at our and I feel strongly <br />that we should be talking to our neighborhoods. A lot of people do not know what the MUSA is <br />or who controls it. I feel getting information out on things is a good idea. <br /> <br />Councilmember Beyer: I agree that communication is important but there have been things that <br />have happened at City Hall and at City Council meetings where residents have been cut off at the <br />knees. They are told one thing by staff and something else happens. It's eroding trust in <br />government. We need to bring back confidence - be honest. <br /> <br />Mayor Gamec: We had neighborhood meetings and no one came to them. The Police have gotten <br />a group to go to community meetings. We could start with "coffee groups". <br /> <br />Councilmember Haas Steffen: Begin with areas that are frightened (about City utilities, etc.). <br /> <br />Councilmember Zimmerman: We had a group of houses on T.H. //47 that were concerned about <br />having to relocate and we had a meeting that went very well and they were no longer worded. <br /> <br />Councilmember Haas Steffen: I believe staff reflects what Council demands of them. Staff would <br />have the same attitude and climate as Council. <br /> <br />Mayor Gamec: Should we have a meeting with staff?. I have no feelings about that one way or <br />another, but we need to work together. <br /> <br />Councilmember Zimmerman: Maybe one of the jobs Linda Waite Smith needs to do is to get <br />together with us and go over each person's job description. If people are never told about things in <br />their jobs, they may not know what they are supposed to do. Then if they make a mistake, we <br />could say, "remember when we told you?" <br /> <br />Mayor Gamec: I am up here (at City Hall) a lot and all staff has been very helpful. <br /> <br />Councilmember Haas Steffen: The supervisor of the staff needs to do that (talk about job <br />descriptions) but City Council should not be involved in that day to day stuff. <br /> <br />Councilmember Zimmerman: Linda Waite Smith and the supervisors should do that (update job <br />descriptions and go over them with employees). <br /> <br />Councilmember Haas Steffen: You cannot get by without doing that if you have a union, so I <br />would think that's been done. <br /> <br />Jo Thieling: When Linda Waite Smith first started here, she gave everyone their job description <br />and had them update them and discuss anything that had changed. I believe she has done <br />everyone's, but I'm not sure. <br /> <br />Councilmember Haas Steffen: (to staff) Check with Linda to see if all the job descriptions have <br />been done and if everyone has been met with about it. <br /> <br />Councilmember Zimmerman: We need to make sure the City Administrator is not doing things that <br />he's not been told to do, like implementing Chapter 8. He was asked who told him to write this <br />case to implement this and he said no one told him what to write. That does not go over good - the <br />people there were shaking their heads. <br /> <br />Councilmember Haas Steffen: I think he got some instruction on that.
