City Administrator Schroeder offered that when the recommendations come forward, if there is a <br />difference in opinion, all sides are stated. When staff varies on a point, that is generally 'discussed <br />within the case presented to Council. <br /> <br />Planning Commission Chairperson Bawden stated that he knows there have been instances where <br />the Planning Commission has come up with a recommendation that was totally different from what <br />staff recommended when it went to the City Council. It was mentioned that the Planning <br />Commission disagreed, however, staff really biased their recommendation and tried to push it <br />through. <br /> <br />Mr. Schroeder reiterated that staff always states the Planning Commission's recommendation and <br />staff's recommendation. Staff's goal is to fairly represent that. <br /> <br />Planning Commissioner Holland stated that's a wonderful process, but when staff disagrees, we <br />should get notification so we can be there. <br /> <br />Councilmember Haas Steffen stated that this should all be worked out before it comes to Council <br />as she could see no reason for Council to be in the middle of this. <br /> <br />Planning Commissioner Holland suggested that at the end of the meeting, there's an opportunity <br />for Commission input, there could be staff input and we would know about what's being <br />recommended by staff.
