In August 1996, the City was approached for an increase in funding. She noted
that Steve Kerr, Community Education Manager Anoka Hennepin District #11, Addie Larson,
Sandburg Community Education and Jill Prall, Ramsey Community Education, were present. Ms.
Hart continued that the 1997 budget request included approximately 28 hours of programming.
Community Education anticipated requesting an increase to 35 hours knowing that the attendance at
Ramsey Elementary would increase significantly with the new addition to the facility. If Council
approves an increase in funding, it will be necessary to prepare a formal budget amendment which
could be adopted as part of the consent agenda at the February 25 meeting.

Steve Kerr stated he manages the delivery of community education district wide. With the
expansion of Ramsey Elementary, they are proposing to expand Ms. Prall's hours from 28 to 35
hours. He noted that the school enrollment went from 734 to 1,175 and presented some class and
enrollment statistics.

Discussion ensued with regard to the age children the program reaches out to. It was suggested
that they confer with churches on different programs they offer and/or what they feel is needed and
also that they try to reach the high school aged child.

Councilmember Haas Steffen commented that she is inclined to view this request for an increase in
a positive way.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to bring this back
for discussion at the February 25 Finance Committee meeting.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and
Zimmerman. Voting No: None.

City Council/February 11, 1997
