Voting No: None. <br /> <br />Mayor Gamec stated he would like to see the commission appointment policy changed. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to have the policy <br />of not being able to serve on more than one City commission brought to next regular scheduled <br />Personnel Committee meeting for discussion and action. <br /> <br />Further discussion: Councilmember Beahen thought that the policy stated you could serve on the <br />Charter and one other commission. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />5) Recommend Process for Replacing Police Chief <br /> <br />Administrative Services Manager Waite Smith stated that the Police Chief is retiring the end of <br />February. The Personnel Committee discussed the selection process and they directed additional <br />research - internal and external. They asked that the information from this research be compiled <br />and brought for discussion to a special Personnel Committee meeting at 5:15 p.m., on February <br />25. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to ratify that process. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />6) Consider Recommendation to Appoint Acting Police Chief <br /> <br />Administrative Services Manager Waite Smith stated that while we figure out how to fill the Police <br />Chief's position, we need to have an acting chief. It makes sense to appoint Sergeant Dave <br />Gustafson who has filled the role of acting Police Chief in the past. She asked that Council ratify <br />the Personnel Committee's recommendation of appointing Sergeant Gustafson to acting chief and <br />increasing his pay and that the two temporary corporal assignments be continued. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to appoint <br />David Gustafson Acting Police Chief, effective March 1, 1997, and that while he serves as Acting <br />Police Chief, his salary be increased in the amount of five percent of the minimum of the pay range <br />for the Police Chief's position and that the two temporary Corporal assignments created in <br />November 1996, be continued. <br /> <br />Motion carded. Voting No: None. <br /> <br />7) Authorization to Advertise Police Patrol Officer Position <br /> <br />Administrative Services Manager Walte Smith reported that the City will have a Patrol Officer <br />position available effective July 1, 1997, with federal funds. Staff is asking to advertise for that <br />position.
