<br />CASE # :A <br /> <br />PUBLIC HEARING <br />REQUEST FOR AN AMENDED CONDITIONAL USE PERMIT FOR <br />NORTHERN COUNTIES SECRETARIAL SERVICES; <br />CASE OF CAROL LUBLIN <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />Northern Counties Secretarial Services (NCSS) is located at 6139 157th Lane N.W. The property <br />is zoned R-l Residential. Lord of Life church used to occupy the building on the property before <br />they built their new church south on Nowthen Blvd. In 1991, the City Council issued a <br />Conditional Use Permit to Carol Lublin to occupy the vacant building with her secretarial <br />service, other professional offices, and daycare services. Ms. Lublin is now looking to expand <br />the building to accommodate a new daycare facility and a small deli; to add a deli requires an <br />amendment to the existing CUP. <br /> <br />The following items are enclosed for your information: <br /> <br />a. Proposed Conditional Use Permit <br /> <br />Notification.: <br /> <br />In accordance with City Code, the City attempted to notify owners of property within 350 feet of <br />the Subject Property ofthe public hearing and request for amendment of Conditional Use Permit. <br /> <br />Funding Source: <br /> <br />Staff time spent reviewing land use applications is reimbursed through the escrow account <br />established for each application. <br /> <br />Observations: <br /> <br />NCSS is located in the R-l Residential: Rural Developing District. As discussed above, the use <br />of the property for offices and a daycare is permitted with the current CUP, but any additional <br />commercial uses require a permit amendment. The current CUP allows building expansions up to <br />a 22,OOO-square-foot footprint; after expansion the building would be 11,084 square feet in size. <br /> <br />15 <br />
