<br />Councilmember Dehen stated he is not advocating that a $2,000 bill would be sent out for RFP, <br />but there is precedent for everything over $50,000 being put under some scrutiny. He is not <br />advocating that an RFP would be necessary every year, but it should be done at some point. <br /> <br />Councilmember Look requested a worksession discussion to determine if there is support for <br />televising work sessions and going to verbatim meeting minutes. <br /> <br />Mayor Gamec stated this has been discussed and he feels the way it is being done now is fine. <br />He does not see going to televised work sessions; they do the work session update and there are <br />things that can be discussed better at work session. <br /> <br />Councilmember Look stated there are a lot of things that happen in work session and televising <br />the work sessions would give another opportunity for people to understand the decisions that are <br />being made and where different councilmembers weigh in on things. He stated he would be very <br />interested in the verbatim meeting minutes. <br /> <br />Councilmember Dehen stated he was approached at Ramsey3 with the idea to televise the work <br />sessions; he does not know if that would be a good or a bad thing. There would be some value in <br />that there is the appearance that some of the work sessions. are more clandestine than they should <br />be. He is not stating an opinion one way or another, but it should be discussed. He is not sure <br />about the verbatim meeting minutes; there is always an issue of the minutes being summarized, <br />at least by the individual the City has hired, and he does have some concerns about the <br />summaries as opposed to verbatim. He knows that verbatim minutes cost a lot of money, and <br />maybe they should debate whether to record the meetings verbatim and have them taped, and do <br />away with minutes. <br /> <br />Councilmember Strommen stated the City Council meetings are taped. She is willing to revisit <br />televising the work sessions and how to get out the discussion that occurs in work session. They <br />have gotten mixed comments about the work session in review. <br /> <br />Mayor Gamec stated it was a decision that the work sessions were to get ideas out. People get <br />really confused and do not know the difference between the work session and the City Council <br />meetings. He stated the work session schedule is several weeks out right now and they do not <br />want too many work session topics. A lot of tllis is learning as new councilmembers, and that <br />takes time. <br /> <br />COUlicilmember Dehen questioned what the criterion is to determine what goes on a work <br />session agenda and how the Council decides if a topic should be debated. He understands there <br />is a learning curve, but feels that he is trying to learn this and get some debate going, but if there <br />is no willingness to debate the issues and he cannot get them included on a work session, it will <br />never be debated. <br /> <br />Councilmember Jeffrey stated this is a good point.
