Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Introduction of Ordinance Amending Chapter 7, Section 7.61 Entitled <br />"Lawful Gambling" of the City Code and Call for a Public Hearing <br /> <br />Finance Officer Lund stated Council discussed the proposed ordinance amending the City's <br />gambling ordinance at two work sessions. The last time tins ordinance was updated was in 1994. <br />Ms. Lund reviewed the following proposed changes to the City's gambling ordinance: <br />· Contribution of 5% to the City's Charitable Gambling Fund. <br />. Business or operation needs to be located in the City of Ramsey for at least two years. A <br />grandfather clause was included for two current premise permit holders who are not <br />located within the City. <br />. Detailed quarterly reports reflecting how each organization spent their required 75% <br />"Lawful Purpose Expenditures" within the City's trade area. Failure to report will be <br />brought back to City Council for discussion on whether or not to revoke premise pennit. <br /> <br />Finance Officer Lund explained the City's trade area includes any city that is contiguous to <br />Ramsey. She indicated the amended ordinance would go into effect for those organizations <br />cUlTently holding premise permits on August 1,2007. The proposed resolution calls for a public <br />hearing on June 26, 2007, with the ordinance adopted at that time. <br /> <br />Mayor Gamec requested clarification regarding the requirement of the business or operation to <br />be located in the City of Ramsey. <br /> <br />Finance Officer Lund explained there are currently two businesses that are premise holders that <br />are located outside of the City of Ramsey. There is a clause in the ordinance that these <br />businesses would be grandfathered in up until the time that they do not spend 75% of their <br />Lawful Purpose Expenditures in the City's trade area. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to introduce an <br />ordinance anlending Section 7.61 of the City Code entitled "Lawful Gambling" and calling for a <br />public hearing on June 26, 2007. <br /> <br />Motion calTied.
