fence outside of the easement. Mr. Olson advised the City had originally acquired 0.9 acres at a cost of $16,000 per acre. The price remains the same with an adjustment in acreage. Staff recommends approval of the completed negotiations with Mr. St. Hilaire for 1.15 acres in the amount of $18,465.50. Councilmember Elvig stated he has received calls from lando~ners complimenting staff, Mr. Olson in particular, for their handling of this situation and the ponding and drainage issues. People are appreciative of staff's follow up with phone calls. Mayor Gamec questioned if this parcel will be landlocked. Public Works Director Olson replied there is access through a long narrow section off of Alpine Drive. Motion by Councilmember Jeffrey, seconded by Mayor Gamec, to approve the completed easement acquisition for properties along the NW Sanitary Sewer Alignment. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Dehen, Elvig, Look, Olson, and Strommen. Voting No: None. Case #9: Consider Change Order for IP 05-41 Water Supply Wells 7 & 8 Public Works Director Olson stated this case has been slightly revised. An estimate was completed on the work to chaRge the size of the electrical wires, control panel and pump for Well No.8 to produce at a higher capacity. The estimate was in the amount of $50,000. Mr. Olson explained the initial contract for Wells 7 and 8 was budgeted at $347,000. The City's pumps are normally able to pump with a capacity of 850 to 1,000 gallons per nnnutes (gpm). The test pumping has gone up to1 ,900 gpm without exceeding tlle limit for sand or impacting adjacent City wells. That is almost twice the nOffilal capacity on a normal well for an approximate 15% increase in the cost. The actual change order is for the amount of $53,040. Staff recommends approval of the change order in the amount of $53,040 to nearly double the capacity on the last ground water well the City of Ramsey will have. Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt Resolution #07- 06-142 approving the change order for Well No.8 in the amount of $53,040 to increase the size of the pump and associated controls. Further discussion: Councilmember Dehen inquired about the statement in the staff report that Well No. 8 is capable of producing at a higher capacity than anticipated due to the rock formation and the skill of the driller. Public Works Director Olson explained this also has to do with the patience of the residents around this well. There was a lot of discussion about the blasting that was occurring and the noise. The high pitched whine was from the air suction method that this particular driller knew of. It is not always a proven teclnnque, but it worked very well in this case. It had a lot to do with the geology that was under the ground. Staff was extremely pleased with the skill of this driller and the air technique he used; it turned out very well.
