Ramsey. They will be bringing a plan to the Planning Commission on March 4. It's up to the City
to get the utilities to that plat.

Mr. Wissler expressed concern about the power lines and the proposed houses being too close.
He added that they also do not want the trees taken down and wondered how this development will
be done and the trees saved. Mr. Schroeder had previously stated that all the trees possible would
be saved. He felt that with 38 houses being planned, there will be few trees saved.

Mr. Schroeder responded that there will be some areas in that plat where all trees will be removed.
In other lots, it's our expectation that most of them will be saved. The developer is required to
provide a tree planting. We will save all we can.

Mayor Gamec reiterated that the City is looking at saving as many trees and as much habitat as
possible. It may involve some financial help from the City.

A1 Pearson, 14821 Bowers Drive NW, Ramsey, stated that on 153rd, between Armstrong and
Highway #10, the road is posted as 5-ton weight limit. Because it is an MSA road, he thought it
was supposed to be a 9-ton road.

Mr. Jankowski stated it should be and offered to check this out.

Mr. Pearson stated that when he was on the City Council, back in the 1980's, Council negotiated a
deal with the Anoka County Parks to exchange 600 feet south of Highway #10 on the Huseby
property - an exchange for part of the Martin property. Now the County has put up a chain link
fence along the Highway #10 corridor. He thought the intent was to grant the road fight-of-way
between Highway #10 and the Mississippi River. How did the County, or whoever, do this.
How did it slip through the cracks? "You have a park no one can use and now there is a chain link
fence on the property".

Councilmember Haas Steffen agreed that negotiations had taken place but that Mr. Huseby had the
right to disagree. It was recommenced that this area be a regional park, but the agreement for a
service road was vetoed by Mr. Huseby.

Mr. Pearson commented that it seems it's a lot of tax payer's dollars that went for a park we cannot
use. This does not seem right.

Councilmember Haas Steffen stated that Mr. Huseby deeded this property at no cost to the county.
That property was a gift. The codicil on that gift is that he can veto whatever he wants to. She
suggested this issue be revisited.

Ellen Stanley, 5670 - 150th Lane NW, Ramsey, thanked Mayor Gamec for attending the League of
Women Voters meeting. She asked Council consideration of a resolution stating that they are
willing to participate in using this organization to get public information out about the City of
Ramsey.

Mayor Gamec informed Ms. Stanley that Council would discuss this during the Mayor and
Council Input portion of tonight' s Council meeting.

CONSENT AGENDA

Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to approve the
following items on the Consent Agenda:

1) Receive City-wide Curbside Recycling Report Year to Date

City Council/February 25, 1997
