Mr. Hendriksen noted a letter from City staff to Mr. Peterson talking about the MUSA change in <br />1995, and the fact that the zoning automatically changes. He did not think it was an automatic <br />change. <br /> <br />Mr. Dempsey stated he moved to Ramsey from Maple Grove two years ago. He appreciates the <br />open space. One of the things that was attractive is the openness, the percent of the square miles in <br />the City of Ramsey is about 15%. We are not talking about building this City house to house. As <br />his house was in Maple Grove, right now he would be paying 30% more in taxes. We will have to <br />build new schools for our children. Most cities this size have more than one school. There has to <br />be a balance of development and infrastructure. Additional tax base is created from development. <br /> <br />Councilmember Haas Steffen asked Mr. Peterson, in terms of making large lots, if he would say <br />the value/cost of the home is changing. <br /> <br />Mr. Peterson stated that you cannot put $150,000 homes along a major highway, however, the <br />range would be very much on order of what you would see in the Chestnut Ridge 5th Addition. <br />The most expensive lots would be the walkout lots on the pond and the ones with woods and the <br />larger cul-de-sac lots. He guessed the range to be about $100,000 to $115,000. The average <br />priced home in this development will be significantly above the average priced homes adjacent to it. <br /> <br />Councilmember Haas Steffen stated that the demand on the school was not any different when she <br />moved here 21 years ago. It makes a good argument on how you fund education. She suggested <br />calling your congressperson with ideas. <br /> <br />Councilmember Beyer felt there are some real good points brought up on certain issues here such <br />as missing documents, etc. These things need addressing prior to this subdivision proceeding. <br /> <br />Councilmember Haas Steffen asked for a time frame on when staff could have these issues <br />addressed. <br /> <br />Mr. Schroeder stated that he checked with Met Council today and the person who could answer <br />these questions is out of town. Staff can get something next week plus we will search our files. <br /> <br />Councilmember Beyer stated that City Attorney Goodrich will research the automatic rezoning <br />issue. She felt that rezoning had to be approved by Council. <br /> <br />Mayor Gamec suggested exploring the issue of access out on 160th. <br /> <br />Mr. Peterson stated he did not know if he could even purchase that land right now. <br /> <br />Discussion ensued relating to the need for more than one access. <br /> <br />Mr. Peterson asked if this property is in the MUSA and it is zoned properly, are there any other <br />comments about the subdivision. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to direct Good <br />Value Homes to proceed to the preliminary plat stage for Apple Ridge with certain traffic <br />generation and access issues to be specifically addressed in the submittal. <br /> <br />Further discussion: Mr. Nixt felt that this sketch plan should go back to the Planning <br />Commission. Mr. Peterson responded that the review by Council of the sketch plan is voluntary. <br />Councilmember Haas Steffen stated that she understood some things have to occur before Mr. <br />Peterson can proceed to preliminary plat. He stated he would make sure this property is zoned <br />properly. That has to occur before he proceeds with preliminary plat.
