Doug Fountain, 15255 Garnet Street NW, Ramsey, inquired if this report will reveal if more <br />violations have occurred on the surface area or on municipal streets. <br /> <br />Sergeant Gustafson answered that it would. <br /> <br />Case //9: Report from Personnel Committee <br /> <br />1) Discuss Police Chief Job Description and Process for Replacing Police <br /> Chief <br /> <br />City Administrator Schroeder reported that the Personnel Committee conducted a special meeting to <br />discuss the Police Chief opening. The two actions taken by the Committee were recommend a time <br />line for Police Chief selection and provide for an internal posting. With three members present, the <br />vote was two to one to recommend ratification of these actions. <br /> <br />Motion by Councilmember Beyer and seconded by Mayor Gamec to approve the time line for the <br />Police Chief selection process. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beyer and Zimmerman. Voting <br />No: Councilmembers Beahen and Haas Steffen. (Councilmember Haas Steffen stated she objects <br />to the closed process. Councilmember Beahen shared that feeling.) <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to approve an <br />internal posting for the Police Chief position <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beyer and Zimmerman. Voting <br />No: Councilmembers Beahen and Haas Steffen. (Councilmember Haas Steffen indicated she is <br />voting opposed again due to the closed process. Councilmember Beahen stated same.) <br /> <br />Case #10: Report from Finance Committee <br /> <br />1) Review and Approve Budget Amendment to Increase Funding to Anoka- <br /> Hennepin Community Education <br /> <br />Finance Officer Hart reported that the Finance Committee recommended Council approve an <br />increase in funding of $3,964 for the Anoka-Hennepin Community Education Program for <br />increased hours at Ramsey Elementary. The reallocation of funds would come from the Council <br />Contingency Fund. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution //97-02-047 authorizing a budget amendment to provide additional funding for <br />Community Education Programs offered through Anoka-Hennepin ISD #11.. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />2) Consideration of Unallocated 1997 Community Development Block Grant <br /> (CDBG) Funds <br /> <br />Ms. Hart reported that the Finance Committee tabled action on this issue. <br /> <br />City Council/February 25, 1997 <br /> Page 25 of 28 <br /> <br /> <br />
