We have adopted the MUSA boundary, now you need to <br />know exactly where it is. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, stated that Mr. Goodrich said you <br />have established the fact that the comprehensive plan was adopted - the March 11 version. He <br />believed that Mr. Zimmerman made the motion to negotiate with the Met Council. <br /> <br />Councilmember Zimmerman stated he thought the City would negotiate with the Met Council <br />and that staff would bring something back to Council. <br /> <br />Mr. Hendriksen then asked Councilmember Zimmerman if it was not his intent to adopt the <br />comprehensive plan with that motion. <br /> <br />Councilmember Zimmennan stated no, that was not his intent. <br /> <br />Mr. Hendriksen inquired the same of Councilmember Beyer. <br /> <br />Councilmember Beyer responded that she did not recall. <br /> <br />Mr. Hendriksen stated that the City is required to keep record and now the 3/11/94 MUSA <br />expansion has gotten bigger. He noted the maps being talked about and stated they all look like <br />presentation maps. The one included in the Comprehensive Plan looks like a zoning map. If the <br />City submitted this larger area, where is the Council action that caused that line to get bigger. <br />There is no such Council action and should the Met Council decide to bestow something on us, <br />he reminded Council that the citizens need to be a part of that due to the recent Charter <br />amendment. He stated that the 3/11/94 correspondence and map is the official MUSA line. <br /> <br />Wayne Johnson, Wayne L. Johnson & Associates, West Highway #10, Anoka, stated he <br />represented Mr. Jacob Barthold in the sale of his property to Good Value Homes. He stated that <br />he hears recurring statements that there's some kind of a conspiracy going on between people on <br />staff and other land owners and developers. In his opinion, the Met Council is far removed from <br />this community. It's a bureaucratic organization. This is nothing more than a bureaucratic mix- <br />up on a map. Now, if the Met Council has said to Mr. Schroeder that they want clarification <br />from the City of Ramsey on the MUSA line, the question is if you do not know where it is you <br />can determine where it is. It seems like they are asking the City to give them direction and he <br />felt that's the only right thing to do. We are talking about a very small area of land discrepancy. <br />These opponents are "blowing this out of the water". <br /> <br />John Peterson, Good Value Homes, stated he respectfully requests that the Council does not <br />include Apple Ridge in their moratorium. He felt this development is a good and proper use of <br />the land and would create no negative impact on the neighbors. He added that they have worked <br />hard with the neighbors and have made significant compromise. He pointed out that they <br />reduced the number of homes from 179 to 141, they altered traffic patterns, they are open to <br />screening, they followed the Park and Recreation Commission's recommendations, and they <br />worked with the neighbors to the north with regard to a future access to T.H. #47. He reiterated <br />the request to not be included in the moratorium. Mr. Peterson stated he has a possible solution. <br /> <br />City Council/April 8, 1997 <br /> Page 7 of 19 <br /> <br /> <br />
