5. Other Changes Necessary To Chapter 5 Of City Code <br />There are more amendments necessary to Chapter 5 regarding definitions of what constitutes a <br />`nuisance'. City Staff will be prepared to present a draft ordinance for additional amendments to <br />Chapter 5 at the July 24 Council meeting. <br />6. Other Changes Necessary To Chapter 9 Of City Code <br />Per the suggestion of City Council and the City Attorney, Staff is proposing to amend Chapter 9 <br />to limit the outdoor storage of vehicles based on numbers, not just by requiring that they be <br />parked or stored on a prepared surface. Staff is recommending utilizing number limits that Coon <br />Rapids currently has in their code for vehicles parked outside: 1 per licensed driver in the <br />household + 2, plus 1 collector vehicle (licensed), plus 2 pieces of major recreational equipment <br />such as r.v.'s, campers, boats, etc. Staff will also eliminate that language which allows for 1 <br />unlicensed vehicle to be parked outside. Amendments to Chapter 9 are subject to a public <br />hearing conducted by the Planning Commission. This ordinance is proposed to be on the August <br />2 Planning Commission agenda. <br />Enclosed for your review is the draft Abatement Ordinance that was introduced on June 26, <br />2007. <br />Funding: <br />Budgeting for abatement activity is necessary to cover abatement costs until the City is <br />reimbursed by the property owner, which may take years if the costs are certified to the property <br />taxes as a special assessment. The 2007 budget includes no funds for abatement activity. If the <br />abatement program is implemented, $20,000 will be proposed for the 2008 budget.
