• Preparation and evaluation of sources and uses model to determine HRA's short <br />and long term investment in projects and assist staff with homeowner meetings <br />for renovation or purchase negotiations <br />Provided consulting assistance to the Anoka HRA for marketing and implementation of the <br />Downtown Fire Protection Program. Work included the following: <br />• Prepared a marketing plan & marketing materials <br />• Evaluated financing options including the evaluation of insurance savings, <br />guaranteed loan program and bridge loan for construction. Developed a financing <br />model to use in marketing materials as a way to sell the program to owners as a <br />positive return on their investment and increase revenue potential. <br />• Prepared a communication plan that included akick-off meeting in association with <br />an Anoka Business & Land Owner Association, personal meetings with key property <br />owners, insurance agents and bankers <br />City of Coon Rapids <br />Contact: Marc Nevinski, Community Development Director <br />Currently completing a review of the current and past housing programs and services and developing <br />a comprehensive housing strategy intended•to target the city's housing resources to ensure the most <br />effective return to the Coon Rapids community. These tasks include the following: <br />• Review & evaluate recent demographic, school & household and housing characteristics <br />• Profile the existing and evaluate the use of housing resources including local, county, <br />state and regional programs. Profile the number of program dollars invested, value <br />changes and permit evaluations. <br />• Summarize effectiveness of resources to improve and enhance the housing stock and <br />prepare return on investment model to assist in evaluating existing strategies and <br />preparation of future targeted strategies <br />• Prepare long term strategies for pursuing priorities and resolving any key issues that <br />may impede success <br />o Develop a work plan with critical decision points and benchmarks. <br />o Create targeted programs for use of local funds based upon service gaps <br />o Prepare criteria for use of funds with a method for annual review of their <br />effectiveness <br />o Prepare a 2-year budget for strategy implementation. <br />city of Woodbury <br />Contact: Janelle Schmitz, Planning & Economic Development Manager <br />Providing consulting services relating to the establishment of a Housing & Redevelopment Authority <br />including a systematic process that provides the necessary policies and strategies associated with the city's <br />affordable workforce housing goals. The process includes the evaluation of the City's Housing Action <br />Plan ,preparation of affordable housing policies and prioritization of action steps for use of limited HRA <br />levy funds. <br />Private Developer Work <br />Assisted several local area developers in the preparation and evaluation of public finance <br />agreements and guided developers through the public approval process. <br />8 <br />
