<br />CASE #2 <br /> <br />RATIFY NOWTHEN BOULEVARD TRAIL IMPROVEMENTS <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The old City Hall was the emergency evacuation center for Ramsey Elementary School. The <br />Old City Hall has been remodeled to better serve the fire department and part of the building <br />may be removed in the future. This will not leave adequate space for the Elementary School <br />students. The school has made arrangements with Lord of Life Church to be the new <br />emergency evacuation center. There is a trail along the west side of Nowthen Boulevard from <br />the School to Sunwood Drive; however, there is not a trail connection from Sunwood Drive to <br />the church. <br /> <br />The school submitted a request for a trail connection to Lord of Life Church earlier this year to <br />the Public Works Committee. The Committee discussed the request and recommended the City <br />Council approve constructing the trail using City forces with the goal of having the trail open <br />before the start of the 2007-2008 school year. Staff is surveying the route along the east side <br />of Nowthen Boulevard from the Alpine Drive to Lord of Life Church. The trail segment from <br />Alpine Drive to 150th Lane (in front of the school) was to be constructed by the developer of <br />the Meadow Development. The developer has filed bankruptcy and their level of participation <br />in completion of the project is unknown. <br /> <br />Staff is preparing plans and a construction cost estimate for the project. The Trail Fund will be <br />used for construction of the trail. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends ratifying the action to construct the trail on the east side of Nowthen <br />Boulevard from Alpine Drive to Lord of Life Church. <br /> <br />Commission Action: <br /> <br />Ratify the action to construct the trail on the east side of Nowthen Boulevard from Alpine <br />Drive to Lord of Life Church. <br /> <br />Reviewed by: <br />Director Public Works/Principal City Engineer <br />Parks Supervisor <br /> <br />P&R: 07/12/07 <br />
