CASE #2 RATIFY NOWTHEN BOULEVARD TRAIL IMPROVEMENTS By: Leonard Linton, Civil Engineer II Background: The old City Hall was the emergency evacuation center for Ramsey Elementary School. The Old City Hall has been remodeled to better serve the fire department and part of the building may be removed in the future. This will not leave adequate space for the Elementary School students. The school has made arrangements with Lord of Life Church to be the new emergency evacuation center. There is a trail along the west side of Nowthen Boulevard from the School to Sunwood Drive; however, there is not a trail connection from Sunwood Drive to the church. The school submitted a request for a trail connection to Lord of Life Church earlier this year to the Public Works Committee. The Committee discussed the request and recommended the City Council approve constructing the trail using City forces with the goal of having the trail open before the start of the 2007-2008 school year. Staff is surveying the route along the east side of Nowthen Boulevard from the Alpine Drive to Lord of Life Church. The trail segment from Alpine Drive to 150th Lane (in front of the school) was to be constructed by the developer of the Meadow Development. The developer has filed bankruptcy and their level of participation in completion of the project is unknown. Staff is preparing plans and a construction cost estimate for the project. The Trail Fund will be used for construction of the trail. Staff Recommendation: Staff recommends ratifying the action to construct the trail on the east side of Nowthen Boulevard from Alpine Drive to Lord of Life Church.
