<br />Councilmember Elvig noted Mr. Malloy had commented that in general the utility enterprise <br />funds seem in good condition. He asked if there are any specifics that seem to be out of line. <br /> <br />Mr. Malloy replied no, typically in water and sewer enterprise funds there is an expectation that <br />funds will need to, be spent on'infrastructure, and a balance is usually built so there is an ability <br />to accommodate these types of things. Enterprise funds such as the recycling utility are not so <br />capital intensive. <br /> <br />Finance Officer Lund stated Assistant Finance Officer Sandy Carlson is responsible for putting <br />this document together this year. <br /> <br />Mayor Gamec stated the number one thing that can cause troubles in a city is finances. Ramsey <br />has a fantastic accounting crew. He inquired about the auditing firm's check on suspicious <br />things such as fraud during the audit. <br /> <br />Mr. Malloy explained there is more emphasis being placed on making sure the questions are <br />asked and people are given the opportunity to give input on observations they might have. <br />Typically if there are any improprieties in a system it is not discovered by the auditor, but by <br />fellow workers or that sort of thing. <br /> <br />Councilmember Elvig suggested Council have the opportunity to reflect on the audit as a group. <br /> <br />Councilmember Strommen noted that the audit will provide good background and context as a <br />precursor to the budget discussion. <br /> <br />2) Sunfish Lake Boulevard Re-Construction Discussion w/ Anoka County <br /> <br />Public Works Director Olson stated over the past l-'l'2 years the City has been working with the <br />Anoka County Highway Department and MnDOT to prepare designs for Sunfish Lake <br />Boulevard. The initial design included a hard raised median from Highway #10 eventually all <br />the way to County Road #116, but in the short term to about 1,000 feet north of the railroad <br />tracks. An informational meeting was held on Aprill9, 2007, for comments and concerns from <br />the public. The meeting was very well attended. There were a number of business owners that <br />were in attendance and offered their comments and suggestions as to what the design should look <br />like in final form. Mr. Olson stated it has recently been learned that Snyder's has closed. In <br />addition, the City has received a letter from Landmark Community Bank regarding business <br />statistics relating to the County Road #116 median extension. Mr. Olson stated the intent of this <br />work session is to 1) give Council the opportunity to see the comments that have been received; <br />2) hear from the County as to suggested response to the comments; 3) dialogue with the County; <br />4) discuss the improvements and eventual design before posting the responses on the project <br />website. <br /> <br />Mr. Doug Fisher, Anoka County Engineer, stated there has been a lot of discussion regarding the <br />Sunfish Lake Boulevard design. They will be reviewing the comments that have been received <br />later this evening. The original intent of the project should be kept in mind. The intersection of <br />Sunfish Lake Boulevard and Highway #10 is the fifth worst crash intersection in the metro area. <br /> <br />City Council Work Session / June 26, 2007 <br />Page 3 of 10 <br />
