Mr. Fischer replied he would not have that data.

Councilmember Look indicated he can see how accidents would occur with the traffic backing
up eastbound and westbound when there is a long train. He indicated another concern is when
traveling on Highway # 1 0 at 60 mph with the need to put on the brakes when cutting into the
turn lane when there is a red light on Sunfish Lake Boulevard. Adding ice or inclement weather
to that, he does not see that as a. safety solution. He does not know that there will be. fewer
accidents with the changes that will be created.

Mayor Gamec noted the major concern is looking at how to protect the businesses. He noted the
business that will be most affected is the Shell Station.

Public Works Director Olson indicated when the Shell Station went in, there was a letter from
the County that the access would be right-inlright-out at some time in the future.

Mr. Robert Bowtan, owner of Champlin Towing, Inc., 14300 Sunfish Lake Boulevard, expressed
concern with u-turns. He noted the intersection at Ferry and Main Streets with people assuming
traffic is taking off, and a u-turn being done at the last minute and everyone needing to hit their
brakes. He stated it is dangerous and this is a major intersection. He stated he is very concerned
with this likelihood on East Main where there are two lanes in both directions with a center lane.

Mr. Frank Yamoutpour, owner of the Shell Station, expressed concern that he did not receive a
response from the County regarding the suggestion he had previously made to the County
regarding the project. Mr. Yamoutpour was informed that he had been contacted to inform him
that a letter was being prepared. Mr. Yamoutpour suggested that a left turn lane would be fine
for five years.

Mr. Rick Larson, Branch President of Landmark Community Bank, stated the effect of the
median ~epends on the type of business. The whole problem with the Bunker'Lake Boulevard
and Highway #47 intersection is that people can get into the business, but cannot get out. One
alternative resulting from the median is for a huge amount of traffic going through a residential
neighborhood, which he does not see as an increase in safety. He stated the numbers included in
the letter submitted to the City are real numbers. A lot of these businesses. did not know the
median would be put in; they are tenants and the developer did not inform them. Their concern
is getting their business going and keeping it going, and then the median was put in. Wendy's
has said if this does not improve they will close the doors; they would lose less money by closing
the doors, paying taxes on the property, and letting it sit there.

Mr. Bob Ramsey, resident of Ramsey, stated ifthere were two lanes going north on Sunfish Lake
Boulevard it would likely eliminate most of the accidents. He questioned how long it will be
until there is a fatality coming out of Spectators if there is hard channelization here. He stated
someone will get killed in one of the turn around areas. He asked if the traffic accidents on
Bunker Lake Boulevard after the hard channelization was installed have been checked on.

City Council Work Session / June 26, 2007
Page 7 of 10
