<br />Councilmember Elvig stated there are some appropriations coming forward, and a project in <br />August 2008 is a little closer to possible RALF funding. He suggested looking at a project <br />timeline of two years out with a priority for the City of Ramsey that these properties in a stressed <br />condition be the priority for RALF funding. <br /> <br />Mayor Gamec indicated as of right now the RALF fund has been almost depleted. <br /> <br />Councilmember Strommen stated this may be the best solution they have, but the Council needs <br />to have a serious conversation about where businesses will be put in the City if they are going to <br />start eliminating locations like Highway #47, Sunfish Lake Boulevard, Ramsey Boulevard and <br />Armstrong Boulevards. She has concern with the practice of taking away an access and <br />acquiring the business. <br /> <br />Mr. Fischer stated there are businesses located throughout the County on County roads with <br />medians in front of them; the businesses are not disappearing because the medians are going in. <br />If the City were to offer to buy someQne out he does not know how many people would even <br />take them up on that. This is still one of the highest traffic volume intersections in the County, <br />and the median is part of that. Businesses in these locations get the benefit of being on a high <br />traffic road that is designed for the channelization. <br /> <br />Councilmember Olson pointed out although Mr. Fischer is right that businesses are not moving <br />away from these types of intersections, this is a unique situation because of the railroad track. <br />There is nowhere else to route these people, which makes this a totally different animal. <br /> <br />Mr. Fischer stated the County has identified what the system will look like in the future and <br />people can contact the County to find out the plans for County roads. On CSAH # 116 by <br />Highway #47 the City in cooperation with the County and State completed an Access <br />Management Plan in 2004. That plan showed the median going in on CSAH #116; all the access <br />changes were part of that plan the City took.
