CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a regular meeting on Tuesday, June 24, 1997, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember Carolyn Beahen
Councilmember Natalie Haas Steffen
Councilmember Gerald Zimmerman

Members Absent: Councilmember Sheila Beyer

Also Present:

City Administrator Ryan Schroeder
Finance Officer Jessie Hart
Administrative Services Manager Linda Waite Smith
City Engineer Steve Jankowski
Zoning Administrator Sylvia Frolik
City Attorney William Goodrich
Community Development Intern Kirk Skoog

CALL TO ORDER

Mayor Gamec called the regular meeting of the City Council to order at 7:09 p.m. and led in the
Pledge of Allegiance to the Flag.

CITIZEN INPUT

Steve Kapp, 7451 ~ 149th Avenue NW, Ramsey - commented on the large amount of traffic by
his home and requested a cul-de-sac or speed bumps.

Mayor Gamec was familiar with the area as he had received other complaints and had requested
extra patrol. It was determined that the majority of tickets issued were to people local to that
neighborhood. He expressed opposition to speed bumps. He stated the City can look at putting
in stop signs, etc., but it's tough to regulate the traffic speed.

Mr. Kapp felt that most of the speeders may be from the neighborhood, but not from that street.
He stated that people do drive slower when they see a patrol car in the neighborhood, however,
he felt it would be better if the people didn't see the patrol car and would then get ticketed.

Chief Gustafson disagreed as he felt the idea of added patrol is to make the traffic that is going
too fast slow down and ifa visible patrol car slows down the traffic, then it is doing the job.

City Council/June 24, 1997
