My comments will be brief. <br /> <br />Page 2 of the draft public hearing minutes from iuly 1, 1997 state that Mr. Kurak has put in a request to the <br />DNR. to build duck ponds. To this date no written application has been received from Mr. Kurak. <br /> <br />If dewatering for the operation is needed, a water appropriation permit from the DNR may be required. <br /> <br /> he sump to catch runoff mentioned in item No. 5 of the resolution seems like a good idea. There should be the <br />input of a forester in regards to the location, as it is quite possible that the trees closest to the sump will die if it is <br />too close. While on the topic of trees, it would be my recommendation that the early phases of the project not <br />involve removal of the trees and that they be the farthest removed from the shorelines of both the lake and the <br />wetland (2-114P) on the east. The reason for this being, if the applicant cannot find a market for the material, <br />then the most scenic and enviromnentally sensitive land is not sacrificed first. <br /> <br />]'he shoreland rules (MN Rules, part 6120.3300, subpart 9.) require that for an extractive use site, a plan must be <br />developed to address several things, one of the most important being erosion control and site rehabilitation. The <br />rules are also aimed at preserving shoreland aesthetics. Item No. 17 of the resolution addresses sediment and <br />erosion control, but seems fairly weak. I recommend that the applicant should be required to submit a substantial <br />erosion control plan. Perhaps the Anoka Conservation District could help. <br /> <br />I would urge the City and the applicant to treat the east side of the property as shoreland also. In many ways the <br />wetland No. 2-114P is highly deserving ofas much protection as the most valuable shoreland in the City. <br /> <br />Please call if you have any questions. <br /> <br /> Sincerely, <br /> <br /> .om <br /> Area Hydrologist <br /> <br /> <br />
