Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-09-247A authorizing the City of Ramsey to enter into a multi-agency agreement <br />to participate in the Anoka County Auto Theft Task Force. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeahen. <br /> <br />Case #2: Decide on Process to Replace City Administrator <br /> <br />Administrative Services Manager Waite Smith explained that the purpose for this meeting/case <br />was to get feedback from Council on how to replace the City Administrator. She wondered if <br />Council was interested in an executive search firm or if they would like this handled in-house. <br /> <br />Mayor Gamec felt that it could be handled in-house with the Councilmembers and Ms. Waite <br />Smith. <br /> <br />Councilmembers Zimmerman and Beyer expressed agreement with Mayor Gamec. <br /> <br />Councilmember Haas Steffen suggested that maybe Ms. Waite Smith would be a candidate to <br />which Ms. Waite Smith responded she was not interested in applying for the City Administrator <br />position. <br /> <br />Discussion ensued relating to the advertising area and the consensus of the Council was that ads <br />should be placed in the St. Paul Pioneer Press, Minneapolis Star Tribune, League of Minnesota <br />Cities Bulletin, The Anoka County Union and Insight. <br /> <br />Discussion ensued relating to the job description for the ad. Mayor Gamec felt that a very <br />important requirement should be knowledge of economic development, the TIF programs, and <br />innovative financing. Councilmember Beyer felt that good public relation skills are very <br />important. Councilmember Haas Steffen felt that community development should not be the <br />number one priority as a City Administrator's knowledge has to cover a much broader base. <br />Councilmember Zimmerman felt that visioning and comprehensive planning are very important. <br />Under the knowledge and skills area, Councilmember Haas Steffen felt that creative financing <br />and knowledge of Minnesota rules should be added. <br /> <br />Councilmember Beahen arrived. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to retain the <br />job description (position analysis) for the position of City Administrator with the inclusion of a <br />Master's Degree in Public Administration or Business Administration preferred. The City <br />Council will be used as the final selection committee and that a preliminary review committee <br />consisting of the Administrative Services Manager and at least two other persons from outside <br />the City in a related field do the review process and that the names of the three people be <br />reported to Council and talk about the interview process at the September 23, 1997 Council <br />meeting. <br /> <br />City Council/September 4, 1997 <br /> Page 2 of 3 <br /> <br /> <br />
