QUESTION ONE <br />SHALL THE CHARTER OF THE <br />ADOPTION OF THE FOLLOWING: <br /> <br />CITY OF RAMSEY BE AMENDED BY THE <br /> <br />Section 14.2 Community Development Standards. Expansion of the MUSA enables <br />residential development at a significantly higher density. The following community <br />development standards have been written to mitigate the impact high density residential <br />development may have on existing lower density neighborhoods thereby protecting their value <br />and quality of life. These standards apply to all residential development receiving final plat <br />approval after January 1, 1997. <br /> <br />14.2.1 Residential Real Property Density. All residential lots platted within the <br />MUSA after January 1, 1997, ("Subject Property") shall provide that the number of <br />residential platted lots per acre ("Density") of all residential lots platted within the <br />Subject Property that share a common border(s) with residential lots platted prior to the <br />Subject Property ("Existing Property") shall not exceed the lesser of (i) the Density of the <br />Existing Property immediately adjoining the Subject Property at their respective common <br />border(s) or (ii) one (1) residential platted lot for every one (1) acre of Subject Property. <br />And shall further provide that all residential lots platted within the Subject Property that <br />are within 1,000 feet of a common border(s) with Existing Property shall be subject to a <br />graduated density plan approved by the city. <br /> <br />14.2.2 Traffic Generation Analysis. Residential real property platted within the MUSA <br />after January 1, 1997, shall be subject to a traffic generation analysis which shall be <br />provided by the developer of the Subject Property. The city shall review this analysis for <br />the purpose of making a traffic impact determination.
