Case #2: Public Hearing and Levy Assessments for the 1997 Street Maintenance Program Mayor Gamec closed the regular portion of the City Council meeting at 7:22 p.m. in order to conduct the public hearing. Public Hearing Mayor Gamec called the public hearing to order at 7:22 p.m. Presentation City Engineer Jankowski stated the purpose of this public hearing is to hear comment relating to the 1997 Street Maintenance Program which covers over 14 miles of City streets, consists of 14 individual crack fill/sealcoat projects and two, 1-1/2 inch bituminous overlay projects. The City assesses one-half of the total project to the benefited property owner. Citizen Input Entered for the record is a letter from Louis and JoLeen Wilhelmi stating they have one property and are being charged for two sealcoatings. Mr. Jankowski explained that it's been the policy to assess equal shares for every lot with access onto a street. They are provided access to two lots and this is consistent with past policy. Zoning Administrator Frolik added that as part of the variance for the Wilhelmi's daughter getting to build on their property, they agreed they would participate in any road maintenance costs or assessments. Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to close the public hearing. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Beyer, Beahen and Haas Steffen. Voting No: None. The public hearing adjourned at 7:24 p.m. Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt Resolution #97-09-266 adopting assessment for Improvement Project #97-01 (Sealcoat and crack fill Sections 6 and 7 Unplatted). Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and Zimmerman. Voting No: None. City Council/September 23, 1997 Page 7 of 23
