BUDGET PUBLIC HEARING <br />CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted its Budget Public Hearing for the 1998 Budget on <br />Wednesday, December 3, 1997, at the Ramsey Municipal Center, 15153 Nowthen Boulevard <br />NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Acting City Administrator Linda Waite Smith <br />Finance Officer Jessie Hart <br />Fire Chief Dean Kapler <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the 1998 budget public hearing to order at 7:00 p.m. <br /> <br />Finance Officer Hart presented the Council with the proposed 1998 General Fund Budget in <br />brief, which includes a budget memorandum, a summary, information on revenues and <br />expenditures, general government, public safety, public works, park and recreation, etc. Also <br />presented to the Council was the General Fund Budget Public Hearing Informational Packet <br />which includes the basic concepts of City budgeting, how the property tax dollar is split, the <br />proposed 1998 property taxes, the tax capacity rates (Anoka-Hennepin and Elk River School <br />Districts), how property taxes are determined, tax rate calculations, comparison of standard <br />residential properties, comparison of standard residential service charges, Local Government <br />Aid, Homestead and Agricultural Credit Aid and Equalization Aid, Local Performance Aid, <br />Metropolitan Fiscal Disparities Program, Schedule of property taxes, LGA, HACA, Equalization <br />Aid and Fiscal Disparities and Personnel complements 1990 to 1998 proposed. A bulletin from <br />the League of Minnesota Cities entitled "Property Taxation 101" was also included in the packet <br />of information. Ms. Hart explained that at the Council meeting on Tuesday, December 9, <br />Council will be asked to adopt a resolution based on the budget as presented in this packet of <br />information.
