<br />minimum width of about 12 feet, the cost per driveway would likely be in the range of $1,800 to <br />$3,000. If the City were to consider picking up the portion of 12 foot drive that exists in the City <br />right-of-way, that is from 21 to 15 feet long depending on whether it is a 24 foot wide road in a <br />66 foot right-of-way or a 33 foot wide road in a 60 foot right-of-way. Mr. Jankowski advised the <br />City cost would be in the range of $450 to $630 to pave from the edge of the bituminous road up <br />to the right-of-way line. <br /> <br />City Engineer Jankowski stated the other portion of this is that it is not quite nailed down is to <br />how many driveways there are in order to gauge the financial impact. Since Council wishes to <br />consider a monetary incentive for residents by having the City pick up a portion ofthe cost of the <br />paving it is important to determine the potential number of driveways which might be eligible for <br />such a program. It would also provide information on the potential financial impact to City <br />residents as well. In attempting to quantify the number of driveways affected, staff will be <br />reviewing subdivision information provided by the Community Development Department which <br />can identify the number of lots in each subdivision. Since development standards in sewer and <br />water serviced areas require hard surfaced driveways, these subdivisions will be considered to be <br />fully compliant for having paved driveways. It would be staffs observation that the newer the <br />subdivision the more likely it is that driveways will be paved. Staff then intends to roughly <br />group subdivisions by year constructed and do spot surveys in representative neighborhoods to <br />determine the percentage of unpaved drives to project an estimated total number within the City. . <br /> <br />Chairperson Elvig asked if there are aerials that can be reviewed to determine the number of <br />unpaved driveways. <br /> <br />City Engineer Jankowski replied yes, but it is difficult to tell from the aerials whether a driveway <br />is paved, particularly if there are some trees over it. Staff was hoping the surveys could be done <br />by the Engineering Intern on a rain day. <br /> <br />Public Works Director Olson indicated Public Works has a total of 11 seasonal employees during <br />the summer, and they normally do not stay on rainy days. <br /> <br />Chairperson Elvig stated the thing is to see the impact of the dirt driveways running into the <br />storm sewer and breaking up the edge of the road. <br /> <br />City Engineer Jankowski noted secondary drives will probably be the least likely to be paved. <br /> <br />Public Works Director Olson indicated there should also be discussion about what level of <br />participation the City will have, and whether they will take on the responsibility for paving all of <br />the right-of-way or offering an incentive of 50% to pave the right-of-way. It is difficult to <br />determine the financial impact without knowing the number of driveways. <br /> <br />Councilmember Dehen noted in the City of Coon Rapids they did not have an issue and the City <br />did not contribute to the paving. <br /> <br />Public Works Director Olson indicated Coon Rapids offered the residents the ability to work <br />with a contractor that could work at a better price by doing a lot of driveways. <br /> <br />Public Works Committee / June 19, 2007 <br />Page 4 of 12 <br />
