PUBLIC HEARING <br />BOARD OF ADJUSTMENT <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Board of Adjustment conducted a public hearing on Tuesday, August 5, 1997, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota to hear input <br />regarding a request for a variance to minimum lot width, lot area and ordinary high water setback; <br />case of Gary Lien. <br /> <br />Members Present: <br /> <br />Chairperson Benjamin Deemer <br />Board Member David Bawden <br />Board Member Sharon Jensen <br />Board Member Charles LaDue <br />Board Member Michael Terry <br /> <br />Members Absent: <br /> <br />Board Members Holland and Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Deemer called the regular meeting to order at 7:04 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that the applicant has requested a variance to minimum lot width. <br />Section 9.21.07 of the City code states that no lot that is substandard in width and area by today's <br />standards may be developed if it is under the same ownership as one of the adjacent parcels. Mr. Lien <br />owns Lots 15 and 16 in Bowers Mississippi Acres. There is also a variance request to construct a <br />home on the property at a setback comparable to the neighboring structures instead of the setback <br />required by City code. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Gary Lien 1426 Bowers Drive, stated that he accepts staffs recommendations except for a few <br />items. He requested to amend No. 9 of the findings of fact to state an 85-foot variance. The original <br />application stated 100 feet. The house on Lot 15 is 115 feet back from the ordinary high water mark. <br />If the setback is required to be further than 115 feet on Lot 16, he will lose large mature oak trees. <br />The drain field will also be located in a low area, and the further into the lot the lower the elevation <br />is for a structure. Two previous homes were constructed on Bowers Drive and allowed to line up <br />with existing dwellings. Allowing a setback of 115 feet maintains the lineup of houses and allow the <br />maximum preservation of trees. <br /> <br />Public Hearing/Board of Adjustment/August 5, 1997 <br /> Page 1 of 2 <br /> <br /> <br />
