y

CITY COUNCIL WORK SESSION
Topic Report: Anoka County Economic
Development Authority

By: Sean M. Sullivan, Economic Development
Coordinator

Background:

Karen Skepper from Anoka County will make a presentation detailing the purpose of the
Anoka County Housing and Redevelopment Authority (ACHRA). The ACHRA will
utilize a regional development concept that is planned to give Anoka County a focused
approach on development within the county by expanding its powers to include the
authority of an Economic Development Authority. Projects that have a regional
significance will be the focus of the ACHRA. Attached is a sample resolution to opt in to
this voluntary program. If the City were to participate in this program it would be a tax
increase for Ramsey businesses and residents and the increase would be on the Anoka
County portion of the tax statement. A copy of the study conducted by Springsted for
Anoka County to determine the need for this program is available upon request.

Action Statement:

Based on discussion

CCWS: 07/31/2007
