The Zoning f...dministrator in granting permits <br />for illuminated signs shall specify the hours during ~Nhich the same may be kept lighted in order to <br />pre~;ent the creation of a nuisance. There shall be no use of revolving beacons, zip flashers or <br />similar de~;ices ~.yhich cause any of the sources of light ~o ChaIlge in intensity, unless as permitted <br />aboye.Extemal illumination for signs shall be so constlUcted and maintained that the source of <br />light is not visible. <br /> <br />Subd. 3. Temporary Signs. Temporary signs are allowed for up to 6 weeks <br />per year, upon permitting, within any zoning district. Temporary signs are allowed in all zoning <br />districts, but must follow the regulations with regard to the respective zoni11f?: district. Portable <br />signs are allowed on a temporary basis oncommerciallv or industrially zoned property. Temporary <br />signs are limited to 50 square feet in size, unless otherwise specified in this Section. <br /> <br />Subd. 4. Automatic. Changeable COpy Signs. Anv sign. temporary or <br />pennanent. that is defined bv this Section as an automatic. changeable COPy SiQJ.l. is subiect to the <br />followi.ng regulations: <br />a. Limited in size to 25 square feet. <br />b. COpy must not change more than 10 times per minute or every six seconds. <br />c. No scrolling or flashing messages or lights are permitted, as defined by this <br />Section. <br /> <br />Subd.7. Institutional and Recreational Identification Sign. One wall <br />aI1d/or ground sign shall be permitted to identify the civic, philanthropic, educational, public or <br />religious organization or recreational use occupying the parcel. There shall not be more than one <br />(1) ground sign for each parcel. The gross surf[lce area of a ground sign shall not exceed one <br />hundred (100) squaI'e feet for each cxposed face nor exceed all aggregate gross surface area of t',),'o <br />hundred (200) sqUffi"e feet. Such facilities having more than one point of entraI1Ce or street <br />frontage may erect secondary identification signs not to exceed fifty (50) square feet for each <br />exposed face at the additional entrance points or street frontages. <br /> <br />SHbd. 8. Institutional .A...ttraction Boards. There shall not be more than one <br />institutional attraction board for each principal building and it may be either ~,vall or ground type or <br />constr...:cted as a part of the Institutional Identification Sign. The gross surf[lce area. of an attraction <br />bOaI'd shall not exceed fifty (50) square feet for each exposed f[lce nor exceed an aggregate gross <br />surface area of Ol1e hundred (l00) square feet.
