<br />Commercial Speech- Speech advertising a business, commodity, servIce, or <br />entertainment. <br /> <br />Changeable Copy Sign, Manual- A sign, or portion thereof with characters, <br />letters, or illustrations that can be changed manually, or rearranged manually without altering the <br />face or surface of the sign. . <br /> <br />Changeable Copy Sign, Automatic- A sign, or portion thereof with characters, <br />letters, or illustrations, digital or other, that can be programmed to change more than once daily, <br />but no more than once every six seconds, including, but not limited to, LED, electronic, or digital <br />copy signs that are not defmed as flashing or scrolling. This includes a display that incorporates a <br />technology or method allowing the sign face to change the image without having to physically or <br />mechanically replace the sign face or its components. This also includes any display that <br />incorporates rotating panels, LED lights manipulated through digital input, "digital ink" or any <br />other method or technology that allows the sign face to present a series of images or displays. <br /> <br />External Illumination - Illumination of a sign which is affected by an artificial <br />source of light which is not contained within the sign itself. <br /> <br />District - A specific zoning district as defined in the zoning ordinance. <br /> <br />Flashing Signs or Lights - A sign or lighting on a sign, which contains an <br />intermittent or sequential flashing light source, resembles a blinking or strobing light, or flashes a <br />message rapidly or in a repetitive motion. Signs with a scrolling or a flashing message that <br />change once per six seconds or more, as defined by State Statute as a flashing sign, and are <br />considered flashing signs per this Section. State Statute exempts public information like time, <br />date, and temperature from the flashing sign definiti,on. <br /> <br />Ground or Monument Sign - A sign supported by structures or supports or upon <br />the ground and not attached or dependent for support from any building. <br /> <br />Illuminated Sign - Any sign which is illuminated by an artificial light source. <br /> <br />Marquee Sign-A sign affixed to a permanent roof-like structure of rigid materials <br />supported by and extending from the facade of a building. <br /> <br />Motion Sign - Any sign which revolves, rotates or has any moving parts. <br /> <br />Non-Commercial Speech- dissemination of. messages not classified as <br />Commercial Speech which include, but are not limited to, messages concerning political, <br />religious, social, ideological, public service, and informational topics or public events. <br /> <br />Non-conforming Sign (Illegal) - A sign which unlawfully existed prior to the <br />adoption of this Ordinance. <br /> <br />130 <br />
