<br />Chairperson Nixt asked if the applicant has any questions or concerns regarding the staff review <br />letter dated July 3, 2007, particularly regarding bituminous requirements and upgrading <br />requirements of sewer and water for sprinkling. <br /> <br />Ms. Lublin stated her understanding is that the City would like them to remove part of the <br />bituminous, which they can do and put in grass. <br /> <br />Chairperson Nixt requested information regarding the calculation for parking requirements. <br /> <br />Associate Planner Geisler explained the parking requirements are based on the square footage of <br />the office and one space per 3 restaurant seats. There is not a separate requirement for employees <br />or different standards for the daycare type of use. <br /> <br />Chairperson Nixt pointed out that the 48 spaces \vill be tight during peak periods of the day. . <br /> <br />Ms. Lublin replied she does not see that. In their own business interest, if they need more <br />parking they certainly would want to do that. Mr. Owens stated there are not more than 12 to 15 <br />parking spots in any daycare in this area. <br /> <br />Chairperson Nixt replied that is for the daycare and does not factor in the deli. He believes the <br />parking is about 10 stalls light with the combined activities, but he would rather have less <br />bituminous than more in a residential neighborhood. He noted at this point if it is just an overiay <br />the cost factor may not be significant, and they may want to have a few more stalls. <br /> <br />Chairperson Nixt asked what the applicant's intent is on the issue of septic and sprinkling. <br /> <br />Mr. Owens stated the cost to hook up to City sewer and water is prohibitive. <br /> <br />Chairperson Nixt asked if there have been discussions with staff about the requirement for the <br />existing well or a well on the property to meet the sprinkling requirements that will be imposed. <br /> <br />Mr. Owens replied they have not discussed that yet, but as far as the cost to hook up to city sewer <br />and water, they would go with an on-site holding tank. He is not certain about the welL <br /> <br />Chairperson Nixt asked if there are any questions about the staff review letter. <br /> <br />Ms. Lublin replied no, everything was reasonable. <br /> <br />Mr. Petrow questioned if upgrade requirements for the road would become an assessment issue <br />and who would bear the cost to upgrade 157m Lane. <br /> <br />City Engineer Jankowski stated he cannot remember an instance in the City where they have <br />assessed residents for an increase in the size of pavement to accommodate commercial traffic in <br />the 17 years he has been with the City.
