<br />CASE #: I <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF <br />ALPACA ESTATES 5TH ADDITION; <br />CASE OF CHAD WEICH <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />Chad Weich has submitted a minor plat application to replat Outlot A, AlpacaEstates 3rd Addition into <br />a buildable lot. The lot is located on the Mississippi River, on 142nd Ave NW west of Armstrong Blvd. <br /> <br />The following items are enclosed for your review: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staff Review Letter dated July 26, 2007 <br /> <br />Notification: <br /> <br />The sketch plan was sent to property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The sketch plan is proposing to replat Outlot A into one buildable lot, which is the same size and <br />shape. The outlot was created along with the residential lots surrounding it, as part of the plat of Alpaca <br />Estates 3rd Addition, which was approved by the City in 1985. In 1985, the area of Alpaca Estates <br />along the river was not included in the Metropolitan Urban' Service Area (NfUSA) , and a 2.5-acre <br />minimum lot size was required. Since that time, the MUSA has expanded to include the entire <br />riverfront. The zoning standards for this lot now require a 20,OOO-square foot minimum lot size, and a <br />minimum lot width of 90 feet at the building line and the river frontage. The proposed lot is 64,596 <br />square feet in size with about 105 feet at the street and about 110 feet at the river frontage. <br /> <br />A tree preservation plan and grading plan will be required at final plat. The applicant has prepared a <br />soils report that indicates the site can support a primary and an alternate septic system site. <br /> <br />Recommendation: <br /> <br />The sketch plan meets City Code requirements with some minor modifications, therefore staff is <br />recommending that the plat move forward in compliance 'V\Tith the City Staff Review Letter. <br /> <br />Commission Action: <br /> <br />Provide the developer with feedback and direction related to the proposed sketch plan. <br /> <br />Review Checklist: <br />Community Development Director <br />PC: 8/02/07 <br /> <br />1 <br />
