<br />CASE # b <br /> <br />Public Hearing <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF SUNFISH DEVELOPMENT, LLC <br />By: Breanne Daines, Associate Planner <br /> <br />Background: <br /> <br />Mike Wayman of Sunfish Development, LLC has applied for a comprehensive plan amendment <br />to re-guide the Healthquest property (14100 Sunfish Lake Boulevard) from Places to Work to <br />Places to Shop. The Planning Commission and City Council have discussed this item previously. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location map <br />b) Site plan <br />c) Public hearing notification list <br />d) Minutes from the Planning Commission meeting dated November 2, 2006 <br />e) Minutes from the City Council worksession dated October 24, 2006 <br />f) Proposed resolution <br /> <br />Notification: <br /> <br />In accordance with City Code, Staff attempted to notify property owners within 700 feet of the <br />subject property. A land use sign was also erected on the property. <br /> <br />Observations: <br /> <br />The subject property is currently guided Places to Work as shown in the Comprehensive Plan. <br />Places to Work is designed to include uses that are appropriate in the industrial zoning districts. <br />The applicant is requesting a land use designation change to Places to Shop in order to construct <br />a multi-tenant retail facility at the site. The property is currently being utilized by Healthquest, a <br />small athletic club facility. <br /> <br />The City Council has set an interim policy for analyzing Comprehensive Plan amendments while <br />the Comprehensive Plan is in the update process. The following elements are to be analyzed <br />when assessing the merit of a request: <br /> <br />The proposed land use considers traffic levels and patterns. <br />The primary issue regarding traffic will be the future installation of raised medians at Bunker <br />Lake Boulevard and Sunfish Lake Boulevard. The County has said that they would allow both <br />accesses, but would require them to be constructed in a right-in/right-out only configuration at <br />the time that the property re-developed, prior to the construction of the raised medians.
