<br />PC Minutes November 2, 2006-Concept Plan <br /> <br />1) Discuss Concept Plan for Redevelopment of Health Quest Site <br /> <br />Assistant Community Development Director Frolik indicated General Contractors of <br />Minnesota would like to redevelop the current site of Health Quest with a commercial, <br />general business use. The property is located on the northwest comer of Bunker Lake <br />and Sunfish Lake Boulevards, and is currently zoned E-1 Employment. There is a variety <br />of various land uses in the area. General Contractors of Minnesota is looking for <br />discussion or direction from the Planning Commission as to whether or not commercial <br />zoning would be a good fit in this area. The site is located at the intersection of two <br />county roads, both of which will receive regional improvements that will include medians <br />in 2008, so access to all four comers would be impacted. <br /> <br />Chairperson Nixt asked if signalization is anticipated at the improved intersections. <br /> <br />Civil Engineer II Linton replied signalization is part of the regional roadway <br />improvements with the Ramsey Town Center project. All of the roadway projects have <br />slid back at least one year; 2008 is the anticipated timeframe for these improvements. <br /> <br />Chairperson Nixt asked if a particular retailer has been identified for the site. <br /> <br />Mr. Greg Austin, General Contractors of Minnesota, replied the retailer could possibly be <br />CVS or Walgreen's due to the high traffic and the location near residences. The site will <br />not be affected by the industrial uses in the area. 1\1r. Austin stated this was discussed by <br />the City Council at their work session on Tuesday, and their oi:1ly issue was access. <br />General Contractors of Minnesota is in the process of looking into the County's ideas on <br />the new intersection; it would likely be a right in/right out on Bunker Lake Boulevard and <br />the other side would likely access alongside of Life Fitness. <br /> <br />Chairperson Nixt indicated his other concern would be in relation to the nature of the <br />establishment and the impact of lighting on the adjacent townhomes. He would not be in <br />favor of changing the character of this site dramatically to a strip mall that will provide <br />for a lot of activity and additional light. <br /> <br />Commissioner Trites Rolle asked if a single user is being considered for the site. <br /> <br />Mr. Austin replied there is a possibility of multiple tenants on the site; it will be market <br />driven. Regarding the lights, they could look at things to keep the lighting dOVlIl1. <br /> <br />Chairperson Nixt stated he would be very opposed to a gas station at this location. <br /> <br />Mr. Austin replied a gas station is not a consideration for the site. <br /> <br />Commissioner Trites Rolle commented some of the uses listed, such as a clinic or <br />something of the nature of CVS, would be beneficial to the people in the townhomes and <br /> <br />62 <br />
