2)
3)
4)

City Council regular meeting minutes dated January 28, 1997.
City Council workshop minutes dated February 5, 1997.
City Council regular meeting minutes dated February 11, 1996.

COMMISSION BUSINESS

Case #2: Comprehensive Land Use Plan

Mr. Gromberg stated that the Commission has received the latest copy of the Comprehensive
Land Use Plan. As the EDC is aware, the City began the review of the plan in 1993 and this
review has continued with certain disagreements between the members of various Commissions.
The City Council's intent on this review is to make changes and provide for suggestions as to the
future development of the City. Mr. Gromberg suggested that the EDC provide the City Council
with a memo stating their support and willingness to work with the City Council in any fashion
that they would require.

Chairperson Wagner inquired as to whether or not the City Council would be reviewing the
bridge location as it appears that the current document does not address that issue.

Mr. Gromberg replied that it probably would be mentioned in the final document.

Commissioner Nelson asked if the final document would address the issue of the continued
development of Highway #10 and what could be done to prevent the corridor from becoming
another Highway #65 in Blaine.

Mr. Gromberg suggested that we remind the City Council about our current project list and how
that process may be beneficial to this discussion.

A continuing discussion ensued by the Commission members as to what the Comprehensive
Land Use Plan is and how it will affect future development in the City of Ramsey.

Motion by Commissioner Kent and seconded by Commissioner Scheiber to provide a
memorandum to the City Council as to the EDC support of their efforts to update the
Comprehensive Land Use Plan and that they lcmk forward to assisting the City Council in this
plan in any way that the City Council would see as appropriate. The Commission would also
like to remind the Council that the EDC is currently reviewing the Highway #10 corridor as to
the type of development that should be encouraged and what the ratio of commercial/industrial
land should be as compared with residential. Attached to these minutes as Exhibit A is a copy of
the document that was forwardedto the City Council.

Motion carried. Voting Yes: Chairperson Wagner, Commissioners Kent, Montague, Nelson,
and Scheiber. Voting No: None. Absent: None.

Economic Development Commission/March 6, 1997
Page 2 of 5
