Councilmember Beyer stated that at the staff level, where cuts are made, the question is if this is a <br />fair cut or is the cut because there is only one person fighting for it and there may be three against <br />it. <br /> <br />Councilmember Haas Steffen stated that Council sees everything that was suggested cut from the <br />budget and would have an opportunity to ask for further discussion or to say it should be back in. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to amend the budget calendar to <br />include in the dates of July 7 - 18 that the Finance Committee work sessions on the proposed 1998 <br />municipal budget will take place. It was originally suggested that this would take place August 4 <br />through the 8 and that the July dates would be work sessions for the City Administrator and staff <br />only. With this amendment, it was recommended that Council adopt the resolution approving the <br />City of Ramsey 1998 Budget Calendar. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />Case #4: Consider Membership in Joint MPRS Affirmative Action Program <br /> <br />Administrative Services Manager Waite Smith stated that at the last meeting, Staff gave the <br />Committee a copy of two resolutions that were proposed by the MPRS. The one resolution <br />authorizes the City's participation in joint activities coordinated by MPRS to comply with the <br />affirmative action requirements of the November 1996 court order, e.g. develop and distribute a <br />brochure promoting law enforcement careers in MPRS communities, maintain a record of cities' <br />activities in complying with the court order, and preparing the annual report that is due to the court <br />each November until 2004. The cost is not known until it is determined how many cities will <br />participate. The City Attorney concurs with staff's recommendation that the resolution should <br />include a not-to-exceed amount of $1,000. <br /> <br />Councilmember Haas Steffen suggested looking at groups, other than the MPRS to use for police <br />officer selection. <br /> <br />City Administrator Schroeder replied that we no longer use MPRS, however, we are at a point <br />where we need to react to the judges orders rather quickly. <br /> <br />Councilmember Haas Steffen stated she would feel more comfortable if we had a time limit stated <br />in the resolution. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to <br />recommend that Council adopt the resolution authorizing the City to participate in joint aff'mnative <br />action activities to comply with the November 1996 court order in the MPRS lawsuit but prior to <br />renewing participation, and not more than nine months from the date the service starts, that the City <br />Council will review it. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman, Beahen <br />and Beyer~,.
