Case #6: Subdivision Fees

City Attorney Goodrich stated that the City needs to look at what fees they have been charging to
facilitate development. We will be working on that for the six-month period of the moratorium.

City Engineer Jankowski stated that the impact fees for transportation have been declared to be
not legal. The state recognizes certain infrastructure improvements and we are allowed to collect
for these - water, storm sewer, park fees, etc. He explained how he determined a subdivision fee
for storm sewer trunks and park trails and asked that the Committee recommend Council amend
the rates and charges to include $100 per unit on residential subdivisions for park trail
development and to include a storm water trunk charge of $350 per unit on residential
subdivisions and $3,500 per acre on commercial and industrial subdivisions.

Attorney Goodrich suggested that this should be looked at on a case by case basis.

Consensus of the Committee was to table action on this case and discuss it more thoroughly at
the Council meeting this evening.

Case #7: Consider Establishing Antenna Lease Rates

Consensus of the Finance Committee was to table action on this case and to forward discussion
of it to the Council meeting this evening.

ADJOURNMENT

Consensus of the Committee was to adjourn the meeting.

The regular meeting of the Finance Committee adjourned at 7:03 p.m.

Jessie Hart
Finance Officer

Finance Committee/June 24, 1997
