advertise in the Anoka €bunty Union for its sale through a closed<hidJ)roeess.
include in the advertisement that the condition of the. sale will include the removal and
of the foundation and restoration of the lawn turf. He indicated the final plat for the property. to
the south has been approved; however, the developer has not paid the fees or moved forward
with the recording of the document.

City Attorney Goodrich indicated the developer is allowed two years to record the final plat.

Mayor Gamec inquired about the possibility of renting the property until it is known if the plat
will go through.

Public Works Director Olson replied since it was known that the basement would be lost, s01l1~
of the knotty pine was taken out to be used in the Central Park warming house, although the
house is still likely in rentable condition.

Councilmember Dehen sUggested the bid include the option of removing the foundation, filling
, the hole, and restoring everything with the removal of the house, rather than requiring this to 4,1.11
be completed. He noted this may increase the pool of potential buyers, and staff could, ~ift
through the bids and consider what could be done by Public Works staff.

Public Works Director Olson replied this is something that could be considered. The thought
process was that since it is not known when the plat will move forward, staffdid not feel it was
appropriate to have the individuals adjacentto this home to have a hole in the adjacent yard.
There is a cost to fill in the basement and remove the basement. If Councilmember Dehen's
suggestion is something they can do to increase the amount of money received for the property
that is something they can look into.

Mayor Gamec stated it would be better to have one person bid to complete everything rather than
to spend additional money having the City's crew working on the property.

Public Works Director Olson indicated a bid alternate could be included and it can be determined
if there is a substantial cost savings by staff doing the work. Closed bids would be requested
with both scenarios.

Councilmember Olson as~ed if the City has any use for the sizable sauna in the basement.

Public Works Director Olson replied no, the sauna and the heater are still there.

Councilmember Olson inquired what the situation would be witJ1the City holding this ,vacant lot
if the developer to the south decided not to move forward with final plat approval.

City Attorney Go()drich replied he presumes someone would develop there in the future.
Councilmember Olson asked how it can be ensured that the property is developed with the road
punched through.

City Coun.cill August14, 20.07
Page 24 Qf32

-

I
