Further discussion:CoWlcilmember Elvig stated .he. has . heard so many. times about the skate
park and he is delighted to see this go forward. When he was first out campaigning he heard
several times from residents asking why the City does.not have a skate park. This location in
Alpine Park will have access to a lot of areas and trails; Mayor. Gamecasked if the park is. now
planned for Alpine Park rather than Central Park as it is shown in the plans. Public Works
Director Olson replied yes, a concept plan was prepared to introditce the skate park into Alpine
Park. The location worked better with the demographics; theschoolisin this area and there is.a
better age group from the neighborhood directly surrounding Alpine Park than the location at
Central Park.Councilmember Elvig commented there will be future wealth in this district that
will help support a more concentrated park in the Alpine Park area with Town Center, the
townhouses, etc., and there will be good access. Mayor Gamec requested staff to look into a
supervisor being present at the park.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, and
Olson. Voting No: None. Absent: Councilmember Strommen.

Case #13:

Report from Public Works

Citizen Input

Councilmember Elvig stated there was a group that attended the meeting that has a pond with a
liner that appears to have a hole. The pond was an attractive amenity that backs up to their
neighborhood and they were wondering what the City could do to help fix the hole.

Public Works Director Olson explained there was some amount of water leaking from the pond;.
it was not holding water. The Committee felt it warranted enough discussion to include it on the
next meeting agenda in September. Hopefully there will be more information to share at that
point.

1) Request to Post Dead. End Signs

Public Works Director Olson stated the City recently received a requestfor the placement of a
Dead End sign at the inte~$ection of Nutria Street and 16Sth Lane. The sign requested was for the
south leg of the intersectien. It has been past practice to post such signs upon request if the end
of the street was not visib!efrom the nearest intersection. In practice, staff has usually posted the
requested signs since many of the dead ends are located in areas without street lighting where a
dead end, whichmaybc.visible during the day, is not during the evening. Sometimes the
placement of these signs ean create numerous discussions. Staff recommended that the existing
Policy regarding Consideration of Traffic Control Requests be modified accordingly to allow
staff to post Dead End sighs after notification to the City COuncil through the Weekly Update of
its intent to post such sigl1$. ..Staff also reco111.1Uended authorization to post.a Dead End sign on
the north and south legs of 16Sth Lane and Nutria Street. The motion of the Committee was to
make this recommendation to City Council.

CityCoun~il / A~g"~f14, 2007
Page 27 oti32 :
