Absent: Councilmember Strommen. <br /> <br />Case #3: <br /> <br />Request for Final Plat Approval of Ramsey Town Center 13th Addition and <br />Final Site Plan Approval of the Anoka County Medical Examiner Facility; <br />Case of PSD, LLC and Anoka County <br /> <br />Assistant Community Development Director Frolik stated Anoka County has entered into an <br />agreement with PSD, LLC to develop a new facility for the medical examiner on a portion of <br />Outlot GG of Ramsey Town Center Addition. The site is adjacent to Rhinestone Street NW, <br />south of Sunwood Drive and north of Civic Center Drive. The property is zoned TC-3, a work <br />place sub-district of Town Center for which corporate and medical campuses are encouraged. <br />The proposed medical examiner facility will be approximately 17,850 square feet in size and is <br />placed on the site to allow a future expansion, The minim.um floor area ratio in this district is <br />.25; the proposed floor area ratio is .33. Ms. Frolik indicated there is a slight change from the <br />preliminary plat with the inclusion of Outlot 8.to allow access to the facility. If Outlot B is not <br />needed in the future for access Anoka County has the first option to purchase the outlot for their <br />private facility. <br /> <br />Assistant Community Development Director Frolik stated the TC-3 District regulations require <br />2-4 story buildings; the proposed building is I-story. However, the Town Center guidelines for <br />the TC-3 District indicate that occasional I-story buildings are acceptable if they do not <br />dominate the street frontages and the rooflines are at least 18 feet in height. The medical <br />examiner facility has been designed with a clerestory to give the illusion of a 2-story building. <br />Ms. Frolik explained the TC-3 District setback from street is 0-15 feet; the proposed setback of <br />the building varies from 15-33 feet. However, a planned future expansion of the building would <br />occur on the west wall facing Rhinestone Street and will bring the building into compliance with <br />the IS-foot maximum setback. In the interim the site has been designed to use wrought iron <br />fences" garden patios, entry canopies extended to the sidewalk, and landscaping to bring the hard <br />edge ot the site development out to the sidewalk. Ms. Frolik stated the site will derive public <br />access from Rhinestone Street. The approved preliminary site plan proposed two full accesses <br />and one right-out only access onto Rhinestone Street. . The . site plan has been subsequently <br />modified and there will be one full access and one right-out only access on Rhinestone Stre~t. <br />The southerly access will accommodate two-way traffic to and from the site~ There is one <br />additional access onto Rhinestone Street from the garage. Ms. Frolik stated subsequent to <br />preliminary site plan. approval, the parking lot size has been increased to encompass the. shared <br />parking spaces on the east property line.. The final site plan now proposes 50.developed parkillg <br />spaces; 40 on site, and lOon-street parking spaces on Rhinestone Street. The site plan also <br />identifies proof of parking for an additional 12 spaces along the east wall of the building, should <br />they become necessary in the future.
