<br />Board Member Max stated there is a not in my backyard (NIMBY) mentality; but they <br />don't consider what happens to people downstream if the water isn't being filtered well. <br /> <br />Mr. Douglas stated there is a Total Maximum Daily Load (TMDL) lawsuit because of <br />Lake Pepin. If sedimentation isn't treated, but taken to the Rum River, it is questionable <br />what will happen to the phosphorous level if wetlands aren't protected. That is a very <br />real, costly concern that could happen if wetlands aren't protected. There are 30 non- <br />degradation cities that have to go back to 1988 to make sure that whatever they do to the <br />river is no worse than it was in 1988. <br /> <br />Chairperson McDilda asked if Ramsey was one of those cities. <br /> <br />Civil Engineer II Linton responded that Ramsey is not one of the "Dirty 30", but Ramsey <br />was on the borderline for being classified as such. <br /> <br />Mr. Douglas stated that he would rather present on the positive side for Ramsey, but the <br />Minnesota Center for Environmental Advocacy is a potential lawsuit threat to the City of <br />Ramsey as well as other cities. <br /> <br />Chairperson McDilda stated that unfortunately, the negative things get people to move <br />and get something to happen. He encouraged Bolton and Menk, Inc. representatives to <br />not paint a bleak picture, and asked Mr. Douglas to promote a process that is proactive <br />rather than reactive. He stated that Ramsey isn't doing anything wrong but needs to be <br />careful about moving into the future. To hear that come from another expert in the field <br />is a good thing for the City. <br /> <br />Mr. Douglas stated he would like to expound on the Westwood Professional Services <br />report and have that be a supplement to the Surface Water Management Plan. He would <br />like to include what the EPB already has on woodlands. <br /> <br />Environmental Coordinator Anderson stated that a draft natural resources inventory <br />should be completed next week. He will coordinate with Civil Engineer II Linton to <br />forward it to Bolton and Menk, Inc. <br /> <br />Mr. Douglas stated that if nothing else, he could put it in as an appendix or by reference. <br /> <br />Chairperson McDilda stated there are a lot of pieces that are coming together for the <br />Comprehensive Plan Update. <br /> <br />Board Member Max explained the EPB is not part of the approval process, but makes <br />recommendations. In that light, he suggested that Mr. Douglas utilize the EPB for <br />suggestions, proofreading, or assistance in any way necessary. <br /> <br />Mr. Douglas stated he would request that City staff have the EPB review the final report. <br /> <br />Chairperson McDilda concurred with Board Member Max that the EPB is not a part of <br />the approval process.
