Mr. Boos replied that the neighborhood was not in favor of lights.

Planning Commissioner Jensen wondered if it's time to re-evaluate the industrial area.

Mr. Schroeder stated we do not have too much industrial area.

Councilmember Haas Steffen agreed that we need a certain amount of industry to have a healthy
tax base. That again, is a part of planning. We are going through what every growing city goes
through. She added that she could get a lot of people together to complain about not having
enough hockey area, ball fields, etc., but when they are given the "bill", they disappear.

Park and Recreation Commissioner Droegemueller expressed frustration at that. He understood
but felt that we have to be more progressive and maybe the new Council would be.

Planning Commissioner Thorud mentioned fund raisers.

Mayor Gamec felt that any money raised would be appreciated. He mentioned a referendum but
added that it's hard to get that to pass.

Planning Commissioner Thorud clarified that he was talking about collecting small amounts and
then putting them together to be able to do more things.

Councilmember Haas Steffen suggested that idea builds community and felt that we need to look at
something that will build the community.

Park and Recreation Commissioner Droegemueller stated that we cut our CIP which eliminated a
lot of trail work.

Discussion ensued relating to park development and Mr. Schroeder added that we have been on an
active track for park development.

Planning Commissioner Deemer stated that we had a CUP approved for land along Trott Brook
and 1,300 feet could be easement for a park. Maybe we should add something like that - this land
may never be developed. We could get the easement as part of the condition of the permit.

Mr. Schroeder pointed out that the City really does not have the legal fight to do that.

Planning Commissioner Jensen stated she gets the feeling that the comprehensive plan falls back
on the Planning Commission. She asked about having a committee of the City Council, the
Planning Commission, the Park and Recreation Commission and staff working together on this.

Mayor Gamec commented that a lot of the plan is pretty well done. We will have a public hearing
or two.

Councilmember Haas Steffen questioned when staff anticipated that City Council would be looking
at the comprehensive plan.

Mr. Schroeder responded that it depends on this latest draft.

Councilmember Haas Steffen asked if there is time to really review it to which Mr. Schroeder
replied yes.

Park and Recreation Commissioner Droegemueller talked about park districts and felt that they
should be reviewed. He added that he does not just use the park close to his home, However, if
City Council/Planning and Park and Recreation Commission Joint Meeting
February 5, 1997
