if a service road extension was developed. In response, Mr. Boos noted Staff recommendation would <br />most likely be to have development of a neighborhood park happen to the south. In response to <br />Chair Cook, Mr. Boos added a determination needed to be made as to which area would be most <br />appropriate for a park in order to provide direction for developers as they present a preliminary <br />sketch to Council for approval. Commissioners Ostrum and Droegemueller agreed a corresponding <br />decision would need to allow for the most effective use of monies for development ora park to the <br />north of Apple Ridge. <br /> <br />Mr. Peterson inquired whether an amount smaller than six acres of subdivision property would be <br />acceptable in exchange for park dedication monies. Mr. Boos indicated this as a possibility based on <br />the required ten percent. Further discussion ensued around park dedication monies versus land and <br />related funds to develop land within the subdivision. Mr. Boos referred to the CIP program and <br />potential monies which could be available to develop land for park purposes within the subdivision. <br />He encouraged the Commission to consider three options as follows: 1) Pursue acquisition of land <br />in close proximity to Apple Ridge for the purpose of a community park; 2) Ensure that developers <br />set aside the appropriate amount of land within Apple Ridge for land dedication purposes; or 3) <br />Consider acquisition of other land for possible community park development. Commissioner <br />Droegemueller did not support the concept of utilizing land within Apple Ridge for a park as <br />surrounding neighborhoods would not have easy access to the park. <br /> <br />In dosing, Mr. Boos stated more information will be available in the near future. He added an option <br />for addressing Mr. Peterson's concems that a park may not be developed in a timely fashion (due to <br />funding) within Apple Ridge might be accomplished via park assessments. <br /> <br />Motion by Commissioner Ostrum and seconded by Commissioner Johns to pursue acquisition of <br />adjacent district land to the proposed Apple Ridge property for the purpose of community park <br />development. And if this type of land is not available the Commission would desire land for park <br />dedication. The Commission would also consider purchase of land in another area which would <br />accommodate the Commission's goals and objectives for a community/neighborhood park. <br /> <br />Motion Carried. Voting Yes: Chairperson Cook, Commissioners Ostrum, Johns, Asfahl, LaMere, <br />and Roll. Voting No: None. Abstain: Droegemueller. Absent: None. <br /> <br />Commissioner LaMere inquired about the existence of curbs and gutters adding the needs of young <br />children should be considered with relation to sidewalks. <br /> <br />Case #2: 1997 Lawful Gambling Fund <br /> <br />Mark Boos, Parks/Utilities Supervisor provided a brief introduction about the Lawful Gambling Fund. <br />He indicated the two projects for consideration appear to have merit and meet the terms of the <br />program.
